Position Title and No.: Social Work IAT – After Hours

Unit: Family and Children’s Services

Grade/Salary Range: 75 SWIAT $64,628 - $117,784 Starting $66,527.16
An additional Stipend is provided for on-call coverage.

DESCRIPTION OF WORK: The purpose of the unit is to make critical decisions as to whether the juvenile is safe in their home
environment. The unit provides protective service intake. Completes investigations, family assessments and after hours emergency
response. Completes home visits and other on-call services and works with the In Home services team, permanency planning, foster care
reunification and placement; Independent living skills and adoption services and training for foster parents. This unit provides brief
therapeutic intervention to each family by visiting, assessing, and identifying each family member’s individual needs. This unit counsels
and facilitates the development of plans with the family to reduce abuse and/or neglect situations. This unit provides, supervises, and
monitors substitute care for children and expedites their return to the home once goals have been met and risk of safety has been
lowered; stabilizes the family and helps parents enhance their skills in parenting and decision making; makes decisions to recommend to
the court that a child can be reunified to a once abusive or neglectful environment; works with customers and collaborates with other
agencies in stabilizing families that are at risk. This unit serves families of every socioeconomic background. The population that is
served include children from birth to 18 who are in imminent danger of abuse, neglect, and/or dependency, as defined by North Carolina
State and Federal laws; services customers with the following characteristics: battered child syndrome, substance abuse, domestic abuse,
sexual abuse, delinquency, and individuals with physical and mental health needs.

The primary purpose of the After Hours Social Worker/On Call is to receive reports, screen, and initiate investigations and family
assessments. Identify safety risks to the juvenile, address safety with the legal caretaker/guardian. Identify and provide child welfare
services to any juvenile who is alleged to be abused, neglected, and/or dependent as defined by law. The position requires the After
Hours social worker to meet the state guidelines for a case initiation. The position responds to emergency on call tasks including after-
hours initiations of reports. The position also requires the after-hours social worker to work during normal business hours. This position
develops formal plans with the family to reduce any conditions of abuse, neglect, and/or dependency as defined by GS 7B-101.This
position facilitates movement of the case in and out of the legal system, including immediate removal of the juvenile/s from the home
that has been identified as being in danger from abuse or severe neglect. This position supervises and monitors juveniles who have been
identified as being at risk. The position requires assisting ongoing assessments or investigations with after-hours contact with the
parent/caretaker and juvenile and collaterals. Assists with the out-of-the-home placement process and counsels with parents and
discusses behaviors to expedite the child’s return to the home. This position assesses family individual needs. The positions requires
submitting legal documents to the courts, completing court ordered home studies, safety assessments of the home, and courtesy
interviews for neighboring counties and state. Court reports will highlight facts of the life of the case and demonstrate knowledge of the
legal definitions of abuse and neglect. All protective services referrals are received on a rotating basis. The position requires
communication with other human services agencies throughout the state and United States. The position requires the social worker to
address allegations and parents response in documentation format. The position requires ongoing communication with supervisors before
and after home visits. The position requires guidance from management on safety plans. The position requires that all assignments must
be completed within the required deadline and prior to the ending of a rotation and shift. The after-hours social worker may be required
to hold a case load such as ongoing courtesy visits, initiating assessments with initiation time frames of Immediate, twenty four or 72
hour responses. The after-hours social worker will communicate with other child welfare professionals or customers with respect and
conduct themselves in a professional manner. The position requires the after-hours social worker to conduct everyday business after
hours, and when the agency is closed. The after-hours social worker requires the agency’s backup when the agency is closed and during
natural disasters. The After Hours Social Worker accepts any other duties as assigned to meet the agency’s needs.

This employee will learn and use the programs Compass Appointments, Compass Pilot and PATH NC as required by the position, including,
but not limited to requesting leave, scheduling/receiving appropriate appointments, setting up virtual files, scanning/retrieving
documents, and receiving tasks. Experience using Microsoft Office 2000 (Word, Excel, etc.) is required.

EDUCATIONAL/EXPERIENCE REQUIREMENTS:
 MSW – Child Welfare Collaborative (child welfare positions only); or
 MSW plus one year of directly related experience; or
 BSW – Child Welfare Collaborative plus one year of directly related experience; or
 BSW plus two years of directly related experience; or
 4-year degree in human services field plus three years of directly related experience

(Degrees must be from appropriately accredited institutions.)

Knowledge, Skills, and Abilities Required: Thorough knowledge of social work principles, techniques and practices and their
applications to complex casework, treatment, and investigation of abuse or neglect of children; thorough knowledge of policies and
procedures as evidenced by the ability to cite the authority of federal and state law; thorough knowledge of individual and group
behavior, family dynamics, and medical, behavioral and/or psychosocial problems and their treatment theory. Considerable knowledge
of governmental and private organizations, and resources in the community. Ability to interact and motivate a resistant involuntary
customer population and the public who may not agree with the laws, rules or policies of the process or the programs; ability to
prepare documentation such as written investigative reports for the court, case records and treatment plans; must be able to have the
ability to testify as an expert witness; ability to employ advanced case management interview techniques to establish a supportive
relationship and involve families in the initial assessment for the need of services; ability to quickly assess the risks and safety of the
customer environment during daylight hours, after dark and in high crime areas; ability to employ expert negotiation skills in the most
complex cases; ability to analyze and assess child development safety issues in relation to risk factors; ability to analyze tense family
situations and make decisions about removing children when the decision has to be made with limited direct information and limited
access to consultation; ability to communicate effectively and establish supportive customer relationships. Ability to perform manual
work exerting up to 50
pounds of force occasionally and/or up to 10 pounds of force constantly to move objects.

Ability to use Microsoft Office products such as Word, Excel, Power Point and any other apps available and approved by the agency to
perform job duties. The On Call Social Worker will navigate systems using AOC, Compass, Compass Co-Pilot, PATH NC, and NC Fast.
