JOB DESCRIPTION – PROGRAMS DIRECTOR
Position Title: Programs Director
Reports To: Executive Director
Classification: Full-Time, Exempt
Supervisory Responsibility: Supervising Case Manager and designated program advocates/staff
POSITION SUMMARY
The Programs Director provides leadership, oversight, and strategic direction for all client service programs at Peace Place. This position is responsible for ensuring that programs are survivor-centered, trauma-informed, effective, responsive to community needs, and delivered with excellence and integrity.
The Programs Director oversees existing client service programs while identifying service gaps and developing new or expanded programming to meet the evolving needs of survivors and their children. The Programs Director directly supervises staff responsible for individual program areas and works closely with the Supervising Case Manager, who provides day-to-day supervision, training, and support to advocates serving clients in the residential shelter program.
The Programs Director is also responsible for program measurement and evaluation, using data, client feedback, staff input, and community needs to assess effectiveness and continually improve the quality and impact of Peace Place services.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Leadership and Oversight
- Provide overall leadership and direction for all Peace Place client service programs.
- Ensure programs are consistent with Peace Place's mission, values, policies, funding requirements, and commitment to trauma-informed and survivor-centered services.
- Establish and maintain high standards for program quality, professionalism, confidentiality, ethical conduct, and client care.
- Regularly review program operations and service delivery to ensure clients receive consistent, effective, and compassionate services.
- Promote coordination among programs so clients and families experience services as an integrated continuum of support rather than separate program areas.
- Identify gaps in services and recommend changes, enhancements, or new programs to better meet the needs of survivors and their children.
- Lead the planning, development, implementation, and evaluation of new client service initiatives.
Staff Supervision and Development
- Directly supervise the Supervising Case Manager and advocates or other staff responsible for designated client service programs.
- Work closely with the Supervising Case Manager to ensure residential advocates are appropriately trained, supervised, supported, and accountable for providing high-quality services.
- Provide regular supervision, coaching, feedback, and performance evaluation to direct reports.
- Establish clear expectations and promote accountability while supporting staff professional growth and development.
- Identify training needs across client service programs and coordinate opportunities for ongoing professional development.
- Foster a collaborative, respectful, mission-driven culture among program staff.
- Assist with recruitment, interviewing, onboarding, and retention of client service staff.
Program Quality and Integrity
- Ensure that all client services are provided with excellence, integrity, consistency, and respect for survivor autonomy.
- Monitor compliance with agency policies, confidentiality requirements, professional standards, grant requirements, and applicable laws and regulations.
- Develop, review, and update program procedures, protocols, forms, and service standards as needed.
- Address program concerns, service delivery issues, and complex client situations in collaboration with appropriate staff and the Executive Director.
- Promote consistent documentation and case management practices across programs.
- Ensure that services remain responsive to the needs and experiences of survivors, including children and teens.
Measurement, Evaluation, and Continuous Improvement
- Develop and maintain meaningful measures of program performance, quality, and client outcomes.
- Establish key performance indicators and outcome measures for each client service program.
- Ensure accurate and timely collection of program data and oversee processes for monitoring and evaluating services.
- Regularly analyze program data, client outcomes, service trends, and utilization patterns.
- Incorporate client feedback into program evaluation and improvement efforts.
- Use data and evaluation findings to identify strengths, gaps, emerging needs, and opportunities for improvement.
- Prepare program reports and communicate results, trends, challenges, and recommendations to the Executive Director and other stakeholders as appropriate.
- Work with leadership to ensure that program outcomes and impact are effectively communicated to the Board of Directors, funders, donors, and community partners.
Strategic Program Development
- Participate as a member of the leadership team in organizational planning and decision-making.
- Assess emerging needs among survivors, families, and communities served by Peace Place.
- Research promising practices and innovative approaches to domestic violence intervention, advocacy, prevention, and survivor support.
- Develop recommendations for new programs, partnerships, and service models.
- Evaluate the staffing, financial, operational, and training requirements associated with proposed programs.
- Collaborate with the Executive Director and appropriate staff to ensure program development aligns with organizational capacity, strategic priorities, and available funding.
Grants and Funding Support
- Work with the Executive Director and other leadership staff to ensure programs comply with grant requirements and deliverables.
- Provide program data, outcomes, narratives, and other information needed for grant applications, reports, donor communications, and funding requests.
- Monitor program performance against grant-funded goals and objectives.
- Help identify funding needs associated with existing and proposed programs.
Community and Partner Collaboration
- Build and maintain effective relationships with community partners, service providers, schools, law enforcement, courts, healthcare providers, and other organizations that support survivors and their families.
- Represent Peace Place at community meetings, collaborative initiatives, and professional gatherings as assigned.
- Identify opportunities to strengthen referral networks and improve coordination of services for survivors.
- Support the Legal and Outreach Program in developing meaningful partnerships and expanding community awareness of Peace Place services.
QUALIFICATIONS
- Bachelor's degree in social work, human services, nonprofit management, public administration, or a related field required; master's degree preferred.
- Significant experience in human services, victim services, domestic violence services, or a related nonprofit environment.
- Demonstrated experience supervising and developing staff.
- Experience managing multiple programs or service areas strongly preferred.
- Knowledge of trauma-informed, survivor-centered service delivery preferred.
- Experience with program evaluation, outcome measurement, data collection, and continuous quality improvement.
- Strong leadership, organizational, communication, and problem-solving skills.
- Ability to balance strategic thinking with effective day-to-day program management.
- Ability to manage complex and sensitive situations with sound judgment, professionalism, and discretion.
