Full Job Description

Overview

The Human Resources Generalist serves as the on-site Human Resources professional for Saint Francis-St. Vincent Homes (SFSV), supporting employees in a residential treatment environment serving at-risk youth. This position will provide comprehensive Human Resources support including employee relations, recruitment, onboarding, compliance, benefits administration, leave management, workplace safety, and performance management.

The Human Resources Generalist serves as a trusted resource to leadership and staff while ensuring consistent application of employment practices, regulatory compliance, and organizational policies. This position partners closely with the Catholic Charities Human Resources Department and program leadership to promote a positive employee experience, operational effectiveness, and a workplace culture rooted in dignity, respect, and the mission of Catholic Charities.

Duties

Recruiting, Staffing & Onboarding

Coordinate full-cycle recruitment activities for all open positions, including job postings, sourcing, applicant screening, interview scheduling, and candidate communications.
Conduct initial candidate screenings and support hiring managers throughout the selection process.
Coordinate pre-employment processes, including background clearances, employment verification, and onboarding requirements.
Ensure accurate and timely processing of all new hire documentation and employee records.
Partner with program leadership and the Training Coordinator to support new employee orientation and onboarding activities.
Collaborate with temporary staffing agencies, as needed, to address workforce needs.

Employee Relations & HR Operations

Serve as the primary Human Resources resource for employees and supervisors regarding HR policies, procedures, and employment-related matters.
Provide guidance and consultation regarding performance management, corrective action, workplace concerns, and employee relations issues.
Support leaders in addressing attendance, conduct, and performance concerns in a consistent and legally compliant manner.
Maintain accurate employee personnel records and HR data while ensuring confidentiality and compliance with record retention requirements.
Prepare HR-related reports, workforce metrics, staffing updates, and turnover information for leadership.
Support implementation of Human Resources initiatives, policies, and process improvements.

Compliance & Risk Management

Ensure compliance with federal, state, and local employment laws and regulations, including wage and hour requirements, equal employment opportunity guidelines, Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and other applicable employment laws.
Support compliance with applicable licensing, accreditation, child welfare, and behavioral health regulations impacting personnel practices.
Assist with workplace investigations, documentation, and corrective action processes as needed.
Administer and monitor leave of absence requests, including FMLA, ADA accommodations, and related employee support processes.
Respond to unemployment compensation claims and represent the organization during hearings when required.
Maintain confidentiality and security of all personnel and employment records.

Benefits Administration & Employee Support

Serve as the primary point of contact for employee benefits administration, including enrollments, changes, open enrollment, and employee education.
Assist employees with benefits-related questions and coordinate with vendors and Catholic Charities Human Resources as needed.
Administer employee programs including tuition assistance and related workforce support initiatives.
Support employee engagement activities that contribute to a positive workplace culture.

Workplace Safety & Workers’ Compensation

Coordinate workers' compensation claims administration, return-to-work activities, and related documentation.
Serve as staff liaison to the Safety Committee, including scheduling meetings and maintaining meeting minutes.
Maintain OSHA logs and other required workplace safety records.
Partner with leadership to support workplace safety initiatives, training, and regulatory compliance.

HR Systems, Payroll & Administration

Maintain employee information within HRIS and related systems, ensuring accuracy and data integrity.
Coordinate employee status changes including hires, transfers, leave events, and separations.
Partner with Payroll to ensure accurate employee data and timely processing of employment changes.
Coordinate employee system access and separation processes in partnership with Information Technology.
Support HR reporting, audits, and administrative projects.

Organizational Responsibilities

Treat all employees, residents, families, volunteers, and community partners with dignity and respect.
Represent Saint Francis-St. Vincent Homes and Catholic Charities of Philadelphia in a professional manner.
Participate in Catholic Charities and Archdiocesan Human Resources meetings, trainings, and initiatives as assigned.
Perform other related duties as assigned.

Qualifications

Education and Experience

Bachelor's degree or equivalent experience in Human Resources, Business Administration, or a related field required.
Three (3) to five (5) years of progressive Human Resources experience required, preferably in a human services, healthcare, nonprofit, residential, behavioral health, or child welfare setting.
Professional Human Resources certification (SHRM-CP, PHR, or equivalent) preferred.
Experience with HRIS systems and payroll-related processes preferred.

Knowledge, Skills, and Abilities

· Working knowledge of federal, state, and local employment laws, including FMLA, ADA, EEO, wage and hour regulations, unemployment compensation, and workers' compensation.

· Knowledge of personnel practices and regulatory requirements within residential treatment, child welfare, behavioral health, or human services environments preferred.

· Proficiency with Human Resources Information Systems (HRIS), Microsoft Office applications, and workforce reporting tools.

· Strong interpersonal, relationship-building, and conflict-resolution skills.

· Excellent verbal, written, and presentation communication skills.

· Strong organizational skills with the ability to manage multiple priorities while maintaining attention to detail.

· Ability to exercise sound judgment, maintain confidentiality, and handle sensitive employee matters professionally.

· Ability to work independently while collaborating effectively with leadership and centralized Human Resources staff.

Working Conditions

Primarily office-based within a residential treatment environment serving youth.
Requires routine interaction with employees, supervisors, and program leadership throughout the facility.
Occasional local travel may be required for training, meetings, and organizational events.
Requires the ability to sit, stand, and work on a computer for extended periods of time.
Must be able to lift up to 25 lbs. occasionally and perform duties in a variety of office and residential program environments.
Successful completion of all required background clearances, including FBI, Pennsylvania Child Abuse, and Pennsylvania State Police Criminal History checks, is required.
