Full Job Description

Position Description:

The Housing Program Specialist supports the Rental Assistance Director in administering and coordinating all aspects of the Rental Assistance Program. This role performs a wide range of administrative and programmatic duties to ensure compliance with MVHO standards, while providing support to tenants, service providers, and program initiatives. The position is integral to the day-to-day operations of the program.

Essential Job Duties and Responsibilities

Establish and maintain a professional rapport with applicant referral sources and support service providers. Provide program information to applicants, tenants, and associates.
Coordinate participant mailings.
Monitor and Document participants’ appropriate compliance with the subsidy and lease provisions and independent living skills performance. Report relevant information on the tenants' support service system as appropriate.
Prepare and deliver appropriate notices of non-compliance with subsidy and lease provisions. Work with participants and their support service providers to develop, document, case conferences, and monitor appropriate corrective action plans
Follow up and provide support and assistance to participants that are not linked with services or who may not have benefits or income.
Calculate new clients' and annual income verification, as needed.
Provide office support by drafting letters, documents, and memorandums; operating office equipment; screening calls, taking messages, and referring calls to appropriate sources.
Answer and respond to phone calls and in-person inquiries.
Conduct home visits on participants that are non-compliant or when deemed necessary.
Conduct Initial, Annual and Move-in HQS/NSPIRE Inspections.
Complete paperwork, documents and referrals with/for tenants.
Send correspondence to clients for relevant documentation required for recertification process.
Monitor and track annual needs assessments and all relevant paperwork sent out to participants.
Process Rental Assistance applications and conduct placements when needed.
Developing relationships with new and existing landlords. Working and networking with Landlords either in reference to existing clients or to canvass for new Landlords or to negotiate lease with Landlord or property manager.
Conduct daily scanning of all documentation to clients' files and monitor and update clients' information in Docufree system.
Must be capable of setting priorities and working under pressure.
Perform all duties in an accurate and timely manner.
Other duties as assigned.

QUALIFICATIONS

Associate’s degree required, bachelor’s degree preferred in Mental Health, Social Work, or related area.
Minimum 1-year previous experience preferred in case management, social service, housing service, or related area.
Strong organizational and time management skills.
Excellent written and verbal communication skills.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook)
Ability to handle sensitive information with discretion.
Strong interpersonal skills and the ability to work effectively with a diverse population.
Knowledge of housing programs and regulations is a plus.
Ability to work independently and as part of a team.
Detail-oriented with strong problem-solving skills.
Must have reliable personal transportation and a valid driver's license.
Experience in HQS/NSPIRE preferred.

This job has no supervisory responsibilities.
