BASIC FUNCTION:
The Executive Director of Inclusive Services for All Learners, in collaboration with the Executive Director of Learning and Innovation, supports the MUSD Strategic Goals by implementing evidence-based, innovative school and program models to ensure all students have access to culturally relevant learning environments. The Executive Directors are the District’s research and design-thinking leaders, responsible for identifying and scaling creative ideas that work across the District in partnership with stakeholders. The Executive Director has the responsibility of fostering MUSD’s vision, mission, and core values; and inspiring innovation, iteration, and collaboration throughout the District, particularly in the areas of inclusive, special education and social emotional learning strategies, Universal Design, learning pathways to career, professional learning, project based, and applied learning. The Executive Director provides direction to and builds the capacity of the district support team in working creatively and effectively to improve the learning experiences, outcomes for student achievement, and social emotional strategies for all students. Innovation is driven by a commitment to excellence and continuous improvement that is reflective and data-based; most of which is driven by curiosity, risk-taking and experimentation. The focal point of this position is to facilitate brain-based learning theories with best practices to support the design of a model that reflects a learner who has developed life and career readiness skills.
ESSENTIAL FUNCTIONS AND REPRESENTATIVE DUTIES:
- Supports the research and development efforts of the Learning Services Department, focused on the trends in business, the economy, state and local laws, and the needs of all learners, both students and MUSD team members.
- Researches emerging and innovative practices and programs, within and outside the educational arena, that personalize learning for all students and educators to improve student engagement, equity and achievement; including structures such as the Multi-Tiered Systems of Success (MTSS).
- Supports team members in leveraging the use of digital resources to meet and exceed student learning goals through effective and innovative instructional practices, tools, and applications.
- Supports distance learning as it relates to students services and special education strategies and programs;
- Develops and implements strategies to align curriculum, assessment, accountability, virtual/blended learning, and professional development to support equity-focused 22nd century learning environments.
- Oversees the coordination of district, state and federal projects pertaining to learners with exceptional needs, such as; Section 504 and inclusion in Early Childhood Development programs, workability programs, Extended School Year, home and hospital, and student support services.
- Directs Career Technical Education and entrepreneurial learning that provides rigorous application-based learning opportunities to all students served by the special education program.
- Plans, coordinates, oversees and monitors all areas of special education and student services as they relate to curriculum development for grades preschool-adult, utilizing curriculum committees, certificated and classified team members, district and school leaders, parents/caregivers and students; prepares, coordinates and distributes to schools curriculum guides/instructional materials for fulfilling a learners’ needs per their individualized education plan; and provides for their evaluation; guides teacher and administrator training efforts undertaken by the district; works closely with others to improve the effectiveness and integration of the district curriculum pertaining to special education and student services.
- Engages educators, employers, community members, parents, and policymakers in an ongoing dialogue that provides recommendations and advice about education for those learners with exceptional needs in the 4th Industrial Revolution and beyond.
- Develops policies to support increased choice, access and equity for students and families to high-quality school options including signature practices such as World Languages, Learning Communities, Project-Based Learning, Personalized Learning Platforms, and Discovery Learning.
- Identifies new strategies and solutions such as MTSS, to improve the learning experience and improve student achievement in alignment with MUSD Strategic Goals, Special Education Plan, the Local Control Accountability Plan, and other plans such as the Comprehensive Coordinated Intervening services.
- In collaboration with district and school leaders, establishes a comprehensive data strategy that enables team members to have regular access to clear, understandable and transparent information to drive decision-making on strategic actions; and oversees state and district benchmark assessments related to special education.
- Supervises and evaluates Principals and District Office Personnel on mutually defined goals, actions, and metrics; and provides regular feedback, coaching and direct support to ensure all team members are highly effective in their work to support schools.
- Ensures that team members provide responsive, courteous and helpful customer service to the schools, parents/caregivers, team members, and other stakeholders they serve. Collaborates with district leaders to establish and provide school leaders with systematic professional development.
- Oversees and strategizes with school leaders to address issues such as chronic absenteeism and how to provide services to learners in the home or hospital.
- Serves as a Title IX Compliance Officer for handling student complaints regarding gender equity, sexual harassment, all forms of discrimination or association with actual or perceived characteristics of those groups.
- Monitors and updates Special Education Student Data Transmittal forms continually. Oversees collaboration of staff who support vulnerable students who do not have fixed shelter or may be served by alternative and non-public school programs.
- Oversees and further develops professional learning experiences pertaining to exceptional learning needs for team members and parents/caregivers through the Colleague 2 Colleague and Parent 2 Parent platforms.
- Participates in school and district conferences and makes written reports on evaluations, curriculum, and similar programs to the Superintendent and others.
- Serves as a member of the Superintendent’s Cabinet and makes written and oral presentations to the Board and community. Performs related duties as assigned.
ENTRANCE QUALIFICATIONS
California administrative credential and Masters degree
Minimum of five (5) years teaching experience, and three (3) years of site level leadership
Demonstrated leadership, organization, and management skills
Strong background in curriculum theory, inclusive practices, special education protocols and laws, and staff development
