Full Job Description

The USET Grants Compliance and Contract Specialist oversees all contractual, subaward, and procurement activities to ensure compliance with OMB Uniform Guidance, grant-specific requirements, and applicable federal and USET organizational policies. This position manages and maintains contract and procurement systems, templates, and internal controls that support effective grants management across the organization. This position serves as a primary internal resource for program and finance staff on compliance related to grant-funded contracts and procurements-- providing guidance, technical assistance, and coordination throughout the grant lifecycle. The role also supports documentation, monitoring, and audit readiness efforts. The ideal candidate is highly organized, detail-oriented, collaborative, and solution-focused, with strong communication skills and the ability to manage multiple priorities in a compliance-driven environment.

Exempt/Non-Exempt and Salary Range:
The USET Grants Compliance and Contract Specialist is an exempt position with a salary range starting at $67,024 per year.

Reporting Relationship:
The USET Grants Compliance and Contract Specialist is supervised by the Grants and Grants Compliance Manager.

Location:
Remote

Duties and Responsibilities

1. Serves as the first point of contact for staff in determining allowable milestones and association of costs to activities.

2. Ensure staff are supported in the creation and completion of all contract and procurement forms. Including leading grant compliance-related trainings for USET staff.

3. Ensure purchases are in compliance with purchasing policy and conform to applicable Federal law and standards of the OMB Uniform Guidance.

4. Assists staff with tracking and monitoring project completion tied to contractual activities.

5. Develop and modify policies and procedures and system controls related to contracts and procurement and in accordance with government regulations and organizational needs and objectives in coordination with Senior Leadership.

6. Monitor detailed grant contract activities against original or modified budgets and provide status reports to each Department Director on a routine basis.

7. Preparation of reports and documents for external monitoring visits, reviews, audits, and site evaluations and participate as appropriate.

8. Monitor subrecipient compliance with federal regulations and the requirements of subrecipient agreements. Recommend actions necessary to resolve issues/concerns.

9. Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.

10. Assure organizational controls are followed, utilizing Board of Director Bylaws and Policies and Procedures, maintaining required correspondence and records.

11. Work in partnership/collaboration with the Grants and Grants Compliance Manager, Grant Writer/Coordinator, and Finance Department regarding program budgets, budget modifications, grant proposal meetings and grant kick off meetings.

12. Maintains various reference files, assembles, and organizes data, and prepares necessary reports.

13. Perform other duties as assigned by the Development Director.

Qualifications and Requirements:

1. Associate’s degree in Business Management, Finance or closely related field obtained from an accredited college or university that has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position or applicable experience in grants management and compliance.

2. Strong attention to details.

3. Excellent critical thinking, problem solving and organizational skills with the ability to multi-task effectively in a varied environment.

4. Ability to establish and maintain effective working relationships with all levels of management, colleagues, and both internal and external contacts.

5. Ability to manage workload and meet challenging deadlines with little guidance.

6. Strong computer literacy and proficiency (including Microsoft Suite, Smartsheet, and Office 365).

7. Demonstrated ability to work in a team environment.

8. Cultural sensitivity and ability to work within the customs and traditions of various Tribal Nations; specifically, those within the USET Region.

9. Ability to travel and work irregular hours.
