Full Job Description

WAUSHARA COUNTY POSITION DESCRIPTION

TITLE: Child Support Specialist

DEPARTMENT: Child Support

FUNCTION: Under the supervision of the Child Support Director, this position assists the Child Support Agency in meeting its program responsibilities. Duties include but are not limited to collecting information, maintaining records, securing court orders, establishing and enforcing child support and medical support orders, establishing paternity, locating and interviewing involved parties, and working with other agencies which include but are not limited to law enforcement, attorneys and the courts.

MAJOR RESPONSIBILITIES:

1. As set forth under Title IV-D of the Social Security Act; Develops appropriate plans of action for case management and determines what activity is required on a case to meet legal requirements of establishing and enforcing child support and medical support obligations
2. Initiates child support enforcements using the following: holding pre-trial conferences, the use of contempt proceedings, income assignments, certification of un-collectible cases for interception of state and federal income tax refunds, attachment of real and personal property and execution of judgments
3. Drafts motions, orders to show cause, affidavits, and other legal documents for service and court action; appears with child support attorney in court; prepares orders and submits to court via Electronic-Filing for signature; enforces various court, income withholding and interstate orders
4. Interviews clients, notarizes paternity documents, coordinates scheduling of and administers genetic tests, negotiates child support orders according to guidelines and updates information on child’s birth certificate with State Vital Records Department
5. Schedules appointments and court hearings for various child support program actions
6. Prepares child support and paternity cases for civil litigation. Assists the Corporation Counsel in court
7. Locates absent parents using Federal Parent Locate Service, and other methods; obtains and verifies employment and health insurance information regarding non-custodial and absent parents; notifies non-custodial and absent parents of obligations, arrearages and other matters pertaining to case
8. Enters child support data into the KIDS system and prepares documents in the WIKIDS system
9. Maintains case file records
10. Monitors child support payment, arrears payment and medical insurance coverage as required and determines next step of action to enforce child and medical support orders
11. Provides court testimony as required
12. Prepares reports, letters and other correspondence relating to cases; maintains rules of confidentiality as required
13. Provides information regarding case status to client, support, legal counsel and administrative staff as required
14. Initiates interstate actions with other states for the establishment and enforcement child and medical support orders.
15. Assists other states according to the Uniform Interstate Family Support Action (UIFSA) guidelines.
16. Coordinates employment-oriented and parenting referrals with numerous partnering agencies. Monitors and tracks process of participants and reports findings.
17. Requests Guardian ad Litem appointments
18. Maintains knowledge of current laws, rules and other regulations pertaining to child support issues
19. Conducts initial applicant interviews to gather facts for paternity establishment and support payments. Reviews relevant statutes, regulations and procedures with clients, explaining the parties’ rights and responsibilities. Explains Child Support Agency’s role in ensuring establishment of legal obligation to support, including paternity determination
20. All other duties as assigned by the Child Support Director.

WORKING ELEMENTS:

A. Education, Training and Experience

Associates degree in Criminal Justice/Paralegal or related field.
One to three years’ experience in the legal field, knowledge of legal terminology and understanding of court procedures, computer word processing experience, clerical and accounting skills.
Training in the KIDS and CARES system, in the State of Wisconsin, preferred.

B. Knowledge, Ability and Skills

Knowledge of office practices, procedures and equipment including, but not limited to, computer, copiers, fax machines, multi-line phone systems. Strong typing skills are essential.
Ability to prioritize duties of the individual caseload as well as keep accurate and complete records
Ability to accept responsibility and exercise independent judgment within the scope of the defined duties and responsibilities.
Ability to answer inquiries and complaints effectively and maintain competence in stressful situations.
Knowledge of court procedures, legal terminology, child support and paternity laws. Must have skills in math, office practice and accounting.
Ability to use discretion and good judgment and maintain confidentiality. Ability to handle a variety of people, including irate and uncontrolled. Skill to use tact and courtesy.
Interpersonal and customer service-related skills are essential to this job
Ability to establish and maintain effective working relationships with staff, other departments and the public.
Ability to be bonded, maintain a valid driver’s license, and per Wis. Stat. §§59.53(5) must be able to pass FBI and DOJ background checks with fingerprint submission.
Ability to attend available trainings and conferences for several days at a time.

C. Responsibility and Authority

This position reports directly to the Child Support Director.
Responsible to maintain confidentiality, discretion and integrity, accept responsibility, exercise judgment and diplomacy. Project a positive image for County Government.

D. Working Conditions

Normal office conditions. Primarily sedentary position, exposure to computer monitor. Some standing, bending, minimal lifting. Repetitive motion relating to computer work.
Communications with public and employees, verbally and in writing.
Stress due to time lines, volume of work and regular contact with members of the public, the courts, defendants and attorneys under less than ideal conditions and in highly emotionally charged situations.
