Full Job Description

Position Overview

We are seeking a FEMA Public Assistance (PA) Project Formulation Specialist to support the development of Project Worksheets (PWs) under the FAAST Program. This is a hands-on role responsible for translating damage assessments, site inspection results, method or repairs, and A/E inputs into FEMA-compliant, obligation-ready project packages.

This position is ideal for professionals with direct experience in FEMA PA who can produce clear, accurate, and defensible PWs with minimal oversight.

Key Responsibilities

Develop complete FEMA formulation-ready Project Worksheets (PW) packages, including:
Method of repairs according to damage description
Scope of Work (SOW)
Cost Estimates
EHP Environmental and Historic Preservation requirements
Essential elements of information
A/E design outputs
Damage reports and supporting documentation
Documentation for minimal FEMA RFIs due to information gaps
Consistent production aligned with program timelines
Coordinate with:
A/E firms to interpret technical scope for FEMA procesing
Multiple stakeholders to ensure compliance alignment and scope allowability under FEMA PA FAAST program.
Develop and support integration of hazard mitigation (Section 406) into project scopes and identify HM opportunities.
Develop, provide inputs and documentation support for Benefit-Cost Analysis (BCA)
Assist in the development of:
Project Amendments
Supporting documentation for the resolution of FEMA RFIs
Perform QA/QC to ensure completeness and consistency prior to submission

Required Qualifications

Direct experience with the FEMA Public Assistance Program
Proven experience in the successful development of FEMA PWs
Working knowledge of:
FEMA eligibility, allowability, and SOW requirements
Hazard Mitigation (Section 406)
EHP Environmental and Historic Preservation requirements
Cost estimating tools such as RSMeans
Ability to interpret A/E reports, drawings, and technical documentation and translate into FEMA deliverables consistently.
Strong organizational and documentation skills

Preferred Qualifications

Experience in Puerto Rico disaster recovery programs
Background in Civil Engineering, Architecture, or related field
Experience supporting or developing BCA
Experience in the development of packages and with justification for:
Project Amendments
Improved and Alternate Projects
Cost alignments
Time extensión request

Pay: From $1.00 per hour
