The Sr. Facilities Manager receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Formulates, implements, and monitors facilities management policies and programs. Develops plans to meet objectives and deliver results. Manages fiscal, physical and personnel resources and may manage multiple facilities and personnel.
Under the general direction of the Sr. Director, General Services and the Chief Administrative Officer for the Fresno Campus, the Sr. Facilities Manager is responsible for managing programs, practices and standards for the Fresno program. The position has oversight accountability for producing timely and effective adoption of all essential elements of the FM and project coordination programs and standards. As the Fresno Sr. Facilities Manager along with the COE Facilities Program Manager will help guide and influence all program strategic planning, develop innovative program advancements and solutions, and deploy a full set of ways and means related to modern service delivery methods and procedures in a medical university environment. Duties include setting program safety standards, training and development options, monitoring and reporting of the budget performance, managing strategic vendor contracts, responding to special requests, following the strategic direction and program approval of the FS governance and influencing personnel policies and actions when assigned.
The Sr. Facilities Manager will also function as a working Facilities Manager, who is responsible for managing an assigned subset of operations and maintenance functions for the Fresno Campus. The subset of activities may include assignments to a specific building where campus employees are located that make up a larger zone within Fresno, specific management of team members or a large crew or combination of both. This may include supervising the activities of a core team of custodians, grounds, building maintenance workers and transportation services. The Sr. Facilities Manager must be prepared to act on behalf of and in the absence of the Director. In addition to the operational needs for Fresno the Sr. Facilities Manager is also responsible for space management, furniture and transportation services.
The Sr. Facilities Manager is responsible for total operation of building management and site services requiring a positive and proactive working relationship with building occupants. The Sr. Facilities Manager is responsible for the day-to-day operations of their assigned buildings in a cost efficient, responsive, and proactive manner ensuring that service requests and work orders are managed efficiently and that the FS priority work system is functioning properly. Initiates and manages maintenance, renovation, and remodeling projects ensuring code compliance and quality control. Coordinates the assignment of building maintenance, engineering, custodial, ground, project management, and other staff to correct maintenance deficiencies and to respond to facility-related business and emergencies. Interprets regulatory agency policies to building occupants and ensures that health and safety codes are followed. Coordinates prompt response to facilities emergencies in their assigned buildings and ensures customers are properly notified of the impact of the emergency in their area. He/She will be responsible for providing various project management services to campus and client departments to achieve construction projects to be on schedule, within budget, high quality, cost effective, and appropriate to client program needs. The incumbent will assist in organizing, planning, and managing design and construction small projects. The responsibility requires the incumbent to schedule multiple project milestones and to maintain budget tracking while maintaining professional working relationships with contractors, state agencies, and University staff at all levels. In addition to managing projects, the Facilities Manager will have assigned, specialized duties that support the overall mission of FS. Incumbent is responsible for getting to know the unique needs of the building occupants, maintaining knowledge of current building conditions, allocating limited resources to fix building maintenance and aesthetic issues, developing relationship with key clients and department building coordinators, and working on special facilities project to advance the professionalism of the organization. The Sr. Facilities Manager serves as a primary Facilities Services representative for the UCSF Fresno campus and is expected to build strong, collaborative relationships with faculty, staff, students, trainees, and affiliate partners. The incumbent promotes a customer-focused service culture by emphasizing responsiveness, communication, transparency, and effective resolution of service concerns.
Establishes objectives and work plans, and delegates assignments to subordinate professionals. Reviews and approves recommendations for facilities management and related programs. Responsible for managing preparing, administering and directing facilities management resources. Involved in developing, modifying and executing policies that affect immediate operations. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
