Job Summary

Confidential Executive Search | Federal Government Contractor experience | Loudoun County, Virginia | Hybrid

I am conducting a confidential retained search for a Vice President or Director of Contracts on behalf of a rapidly growing federal government contractor and small business headquartered in Loudoun County, Virginia.

This is a highly visible leadership position for an accomplished federal contracts executive who brings deep expertise across the full lifecycle of government contracting, including contract administration, regulatory compliance, risk management, negotiations, subcontract management, quality assurance, and contract closeout.

The Vice President / Director of Contracts will serve as the organization's senior contracts authority, providing strategic leadership and hands-on oversight of all contractual activities while ensuring that contract execution supports the company's growth objectives, operational standards, and commitment to quality. The successful candidate will play an integral role in maintaining the organization's reputation for excellence and ensuring alignment with its ISO 9001 quality management processes.

Leadership Profile

The ideal candidate will be a seasoned federal contracts professional capable of operating both strategically and tactically within a fast-growing small-business environment. This individual should possess the executive presence and judgment to advise company leadership while remaining sufficiently hands-on to manage complex contractual matters and support program teams throughout the organization.

The successful candidate will bring a strong understanding of federal acquisition practices, exceptional negotiation and risk-management capabilities, and the ability to establish scalable contract-management processes that support continued organizational growth.

This is an opportunity to assume a pivotal leadership role within a successful and expanding federal contractor, with significant influence over contractual strategy, operational quality, risk management, and the company's continued growth.

Key Responsibilities

The executive will lead and oversee the complete federal contracting lifecycle, including:

Providing strategic review and guidance for solicitations, Requests for Proposal, and other acquisition opportunities, identifying contractual requirements, compliance considerations, business risk, and negotiation strategy.
Leading contract award review, contract setup, administration, modification, and closeout across the company's portfolio.
Negotiating and administering a broad range of contractual instruments, including prime contracts, subcontracts, consulting agreements, teaming arrangements, and other commercial or government-related agreements.
Serving as the company's principal contractual liaison with Government Contracting Officers, commercial and strategic partners, Program Managers, technical leadership, and internal executive stakeholders.
Partnering closely with Accounting, Finance, Operations, Business Development, and Program Management to ensure contractual requirements are understood, communicated, and executed effectively.
Ensuring compliance with applicable Federal Acquisition Regulation (FAR), agency supplements, contractual requirements, company policies, and internal procedures.
Managing contractual risk and ensuring appropriate clauses, requirements, and regulatory obligations are properly flowed down to subcontractors and business partners.
Identifying emerging contractual issues and advising senior management on risk exposure, recommended actions, and resolution strategies.
Maintaining the accuracy and integrity of critical contract information within Deltek Costpoint, ensuring management has timely visibility into contractual obligations, milestones, modifications, and other critical-path activities.
Establishing and maintaining disciplined contract management practices that reinforce the organization's commitment to quality, accountability, compliance, and exceptional customer delivery.

Requirements

Ability to work with a multi-functional team. Strong planning and organization skills.
Excellent written and verbal communication skills. Effective negotiation skills.
Strong working knowledge of Microsoft Excel and Word.
Experience with Deltek Costpoint and the ability to enter and manage contract data within the system.
Expert knowledge of the Federal Acquisition Regulations (FAR), especially as related to small businesses and 8(a) businesses.
Knowledge of all contract types and pricing structures (IDIQ, BPAs, CPFF, cost reimbursable, FFP and T&M types of contracts.
Experience with preparing documentation for GSA Schedules, (including all systems and tools (such as E-Offer/E-Buy) as it relates to compliance, reporting, adding new Special Item Numbers (SINs) and full understanding of the GSA consolidation of schedules.
Knowledge of regulatory guidelines and the FAR ISO 9001 Process and certification preferred, but not required.

Required Experience

Experience in Federal Contracting
Experience with Requests for Equitable Adjustment (REA) and Price Adjustments
Experience in audits and corrective action plans
Experience with Service Contract and Manpower Reporting
Experience overseeing all contract types (FFP, T&M, Cost Reimbursable and hybrids)
Experience with contract modifications and options
Experience managing contract terminations and closeout procedures.

Preferred Experience

Experience with facilities operations and maintenance contracts
Experience in managing Service contracts.
Experience with Deltek Costpoint and the ability to enter and manage contract data within the system.
Experience with Mentor Protégé Joint Venture agreements and relationships between partners

Required Education

Bachelor’s Degree in related field of study and a minimum of ten years of experience in a Contract Manager role.

*Direct and relevant experience can be substituted for the degree requirement.

Pay: $150,000.00 - $210,000.00 per year
