Full Job Description

CHESTER COUNTY SOLID WASTE AUTHORITY

POSITION DESCRIPTION

Chester County Recycling Resources Manager (Full-time)

Supervisory Control:

The Chester County Recycling Resources Manager (CCRM) reports to and receives directions from the Executive Director (ED).

Skills:

Strong organizational and time management skills.

Ability to maintain partnerships with outside organizations, governmental units, volunteers, and contractors.

Public speaking is required from time to time.

Effective writing skills

The CCRM is responsible for supervising the Administrative Assistant.

Working Conditions:

Fulltime, 40-hour work week, salaried, exempt

In-person office, occasional remote work permitted, scheduled in advance with the ED.

Must be available occasional nights and weekends, including monthly CCSWA Board meeting.

Valid driver’s license required.

Principal Duties:

1. Provide municipal waste reduction/recycling program technical assistance

a. Maintain effective professional relationships with mandated municipalities to help them achieve Act 101 compliance for their local residents, commercial entities, and institutions

b. Provide best practices for ordinances, contracts, rules and regulations, and procedures to municipalities.

c. Provide support to municipal coordinators for annual report data collection, Section 902 recycling program implementation grants, and Section 904 recycling program performance grants.

d. Provide relevant, concise and timely public information on county-wide recycling programs and markets to coordinators to share with residents.

e. Share resources and encourage municipalities to participate in waste reduction and recycling events for their communities.

f. Assist and encourage municipal coordinators to learn about Act 101 requirements, recycling markets, best practices, public education, and hosting waste reduction events and programs.

g. Maintain regular communication with all municipalities including at least one in-person meeting annually.

h. Assist municipalities within the county with finding markets for their recycled

materials.

i. Review analytics and trends such as generation rates and recycling innovations to enhance waste minimization efforts

2. Complete the Annual Report process as required

a. Submit annual report for county and municipal recycling programs to DEP by April 1st each year for the prior year as required by Act 101.

1) Maintain a list of existing recycling markets within the county.

2) Encourage all municipalities to submit Annual Reports by deadlines.

b. Assist municipal coordinators in getting annual recycling data from commercial haulers, MRFs and recycling processors. Provide standard and accurate documentation practices that can be utilized by all haulers operating within the county.

c. Review and analyze the reports submitted by each municipality for errors and anomalies.

d. Distribute to municipal coordinators the statewide annual reports collected and disseminated by the PROP Data Management Committee.

e. Update and maintain Re-TRAC Connect with county-wide and municipal recycling data

3. Chester County Projects

a. Administer the Processing & Marketing Contract for Chester County.

b. Advise Chester County Government on recycling as needed; attend County Recycling Committee meetings (such as Go Green and KCCB).

c. Participate in Chester County Climate Action Plan activities and initiatives.

4. CCSWA

a. Manage the recycling portion of CCSWA’s website and Reclamation Center.

b. Maintain recycling documentation for Reclamation Center.

c. Take the lead to educate the public and schools in Chester County on recycling.

d. Create recycling press releases, newsletter content, video and other communications that promote CCSWA mission.

e. Prepare presentations, table exhibits, etc. for county-wide events to promote CCSWA mission.

f. Participate in CCSWA Zero Waste Plan, including Zero Waste grant program

g. Understand the Chester County Municipal Waste Management Plan

h. Apply for 903 grant and 904 grant annually.

i. Apply for 901 and 902 grants as needed.

j. Attend CCSWA Board meeting with monthly report.

k. Attend senior staff meetings and safety meetings.

5. Household Hazardous Waste (HHW) programs

a. : Manage one-day HHW Events and coordinate with the other four Philadelphia area counties. Facilitate new HHW contracts between contractor and county. Facilitate new Inter-Governmental Agreements between Chester County and four Southeast region counties. Secure host sites for each event.

b. : Coordinate with CCSWA staff for general administration of CCSWA permanent HHW facility;

c. Get DEP approval for HHW programs.

d. Apply for DEP reimbursement programs.

e. Apply for ChemSweep participation for pesticide credits for HHW programs.

f. Maintain online registration systems for appointments by public for HHW programs.

6. Social Media

a. Takes the lead for informing the public through social media about recycling in Chester County.

Budgetary Control:

The CCRM has an authorized purchasing limit for materials and services of up to $1,000. Purchases more than this amount must receive the prior approval of the Executive Director.

Educational Requirements:

Bachelor’s Degree or minimum four years of relevant experience for position.

Certified Recycling Professional (CRP in PA) or ability to complete certification within two years.

Professional experience as an educator and/or in local government is desirable.

CCRM is expected to be a member of The Professional Recyclers of PA (PROP).

Pay: $90,000.00 - $130,000.00 per year
