As a Procurement Specialist, your efforts to help ensure critical scientific and national security projects are supplied efficiently and effectively.
The Acquisition Services Management Division (ASM) is seeking a highly motivated Procurement Specialist 3 to support important national security missions at LANL. We support all LANL procurement activities.
The Procurement Specialist 3 is responsible for conducting compliant solicitations, awards, and administration activities for large, moderately complex, and highly complex acquisition requirements in accordance with established policies and procedures. This role also interacts with LANL partners, auditors, subcontractors, and suppliers; identifies and implements solutions to acquisition-related issues; and communicates any financial, legal, or technical concerns as they arise. You will play a vital role in ensuring seamless procurement processes that directly contribute to the success of LANL's mission-critical projects.
Key Responsibilities include but are not limited to:
- Provide advanced contractual expertise in the implementation, execution, and administration of subcontracts.
- Establish subcontract strategies and drive the implementation of strategic subcontracting opportunities.
- Analyze significant, unique, or complex subcontract requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulation and LANL procurement policies. Communicate findings to stakeholders.
- Lead the formation and management of complex and mission-critical fixed price, time and material and cost reimbursable subcontracts, including solicitation development, negotiations, and lifecycle management for specialized materials, equipment, and services.
- Work closely with Legal Counsel to prevent and resolve disputes, mitigate risks, and ensure contract compliance.
- Interact with all levels of LANL stakeholders, subcontractors, and suppliers.
What You Need
Minimum Job Requirements:
Leadership: Demonstrated record of successfully leading integrated project teams (IPTs) through the development, solicitation, proposal evaluation, and subcontract award, administration, and closeout phases of the acquisition process. Demonstrated ability to mentor and develop lower-level procurement specialists; to include team building, managing requirements, and motivating others while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.
Knowledge and Expertise: Demonstrated expert-level experience in the formation, award, and administration of large (i.e., over $10M) complex subcontracts requiring highly creative solutions, and where analysis of situations or data requires an evaluation of intangibles. Demonstrated knowledge of how the Small Business Act and Small Business Investment Act (i.e., Public Law 95-507) may influence an acquisition strategy. Demonstrated advanced knowledge of contracting and subcontracting concepts, the Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable international contract law.
Accountability: Demonstrated experience working with confidential or proprietary information, classified documents or sensitive information. Demonstrated experience exercising procurement/signature authority on behalf of an organization for at least $1M.
Communication: Demonstrated ability to collaborate actively as a member IPTs to provide relevant procurement expertise for developing overall acquisition strategies, project-specific acquisition plans, statements of work, subcontractor incentive plans, proposal evaluation factors, negotiation plans, and ensure subcontract compliance. Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to work across departments and with diverse teams to achieve acquisition goals.
Education/Experience: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 6 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted government contracting officer or contract specialist.
- Current or recent acquisition and procurement experience supporting facilities, operations, and defense programs.
- Completion of an accredited acquisition, procurement, or purchasing certification program, such as those offered by:
- National Contact Management Association (NCMA);
- Institute for Supply Chain Management (ISM);
- Chartered Institute for Procurement & Supply (CIPS).
- Active DOE "Q" clearance.
- Experience working with SAP Ariba.

Work Environment:
Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
