Medical Records Director – Earn Up to $63/Hour

Lead with accuracy, protect confidential information, and strengthen the systems that support quality behavioral healthcare.

Quality Patient Centered Services (QPCS) is seeking an experienced Medical Records Director to lead health information operations at Clarks Summit State Hospital, part of the Pennsylvania Department of Human Services’ Office of Mental Health and Substance Abuse Services.

This expert-level opportunity is ideal for a skilled health information professional who is passionate about regulatory compliance, records integrity, patient privacy, staff development, and operational excellence.

Position Details

Department: Pennsylvania Department of Human Services (DHS)
Office: Office of Mental Health and Substance Abuse Services (OMHSAS)
Facility: Clarks Summit State Hospital
Address: 1451 Hillside Drive, Clarks Summit, PA 18411
Schedule: 8:00 a.m.–4:00 p.m., Monday through Friday
Lunch: 30-minute unpaid lunch
Experience Level: Expert

Candidates should expect to work major holidays as scheduled. Overtime may be required based on operational needs.

Choose the Pay Tier That Works for You

Tier 1 – W-2, benefit eligible: $56 per hour
Tier 2 – W-2, not benefit eligible: $60 per hour
1099 independent contractor: $63 per hour

Important 1099 Notice: Independent contractors are self-employed and are not eligible for employee benefits, paid time off, unemployment insurance, workers’ compensation coverage, or employer-paid payroll taxes. Independent contractors are responsible for their own taxes, insurance, and other applicable obligations.

About the Role

As the Medical Records Director, you will oversee the hospital’s medical records department and ensure that patient information is accurate, complete, confidential, secure, and maintained in accordance with all applicable requirements.

Your leadership will support regulatory compliance, clinical decision-making, quality assurance, and the efficient delivery of patient care.

What You’ll Do

Responsibilities may include:

Directing the daily operations of the medical records department
Ensuring patient records are accurate, complete, confidential, and maintained on time
Supervising, mentoring, and evaluating health information staff
Establishing department expectations and monitoring staff performance
Ensuring compliance with hospital policies and applicable state and federal regulations
Developing and implementing medical records policies and procedures
Creating and monitoring quality-assurance programs
Coordinating internal and external medical records audits
Preparing reports and responding to regulatory reviews
Protecting the privacy and security of sensitive patient information
Monitoring documentation quality and identifying opportunities for improvement
Collaborating with clinical, administrative, and interdisciplinary teams
Training staff on documentation standards, privacy requirements, and department procedures
Leading performance-improvement and compliance initiatives
Remaining current on changes in health information laws, regulations, and industry best practices
Supporting emergency preparedness, risk-management, and incident-reporting activities
Completing additional medical records training when required

Expert-Level Expectations

The selected professional should be recognized as an expert in health information management and capable of:

Providing guidance to staff and organizational leadership
Answering complex medical records and compliance questions
Troubleshooting documentation, workflow, privacy, and system concerns
Interpreting regulations and translating them into effective department procedures
Identifying operational risks and recommending appropriate corrective action
Leading staff through audits, regulatory reviews, and process improvements
Managing sensitive information with sound judgment and discretion
Promoting accuracy, accountability, and continuous improvement

Minimum Qualifications

Qualified candidates should have:

Current registration as a Registered Health Information Administrator or Registered Health Information Technician, or eligibility for registration
At least three years of experience in medical records administration
At least one year of supervisory or management experience
Strong knowledge of health information privacy laws and regulatory compliance
Experience with medical records operations and documentation standards
Proficiency with electronic health records
Proficiency with Microsoft Office and health information technology
Demonstrated leadership, communication, and organizational skills
Strong analytical, decision-making, and problem-solving abilities
The ability to manage multiple priorities and meet regulatory deadlines
The ability to provide verifiable education, training, and employment history

A bachelor’s degree in Health Information Management or a related field is preferred.

Additional facility-specific screening, clearances, and training may be required.
