Job Summary
We are seeking a dynamic and experienced Chief Building Official . This is very responsible administrative and fieldwork with responsibility for ensuring compliance with all building and zoning regulations, ordinances and subdivision regulations for Lawrenceburg. The incumbent is responsible for responding to complaints and other requests for assistance on issues pertaining to land use, condition(s) and zoning. The incumbent also assists with answering phones and walk-in clients by providing information pertaining to building and zoning regulations, requests for variances, building permits and procedures for appealing decisions made by the Planning Commission.

Responsibilities
-Oversees all building permit, plan checking, building inspection, code enforcement, planning and development functions for the community
-Responds to complaints and or inquiries regarding the condition and/or use of property located in Lawrenceburg.
-Consults with property owners in violation of existing zoning and/or building regulations in an attempt to obtain voluntary compliance.
-Pursues appropriate legal action against property owners who fail to conform to established building and/or zoning regulations.
-Answers telephones or greets individuals to provide information and answers general questions regarding planning or zoning issues, construction and building permits, etc.
-Issues building permits and inspection schedules when all building and zoning provisions are in compliance and sends written notification of non-compliance when required.
-Assists in completing rezoning requests and provides owners with signs to be placed on their property.
-Submits complaints of alleged zoning violations; seeks voluntary compliance by property owners; processes legal actions and testifies in court when required.
-Reads and interprets tax maps and parcel revisions and provides information to the State Local Planning Office.
-Receives payments and records building permits and assists with the maintenance of building permits and related information.
-Assists in preparing the agenda for Planning Commission meetings.
-Supervises and directs the activities of the Property Maintenance Official.
-Participates in Planning Commission meetings to provide information and assistance for zoning and/or building related issues.
-Assists with sending correspondence to property owners who need to obtain Building Permits and do follow-up letters for those who fail to respond.
-Prepares requests for payment for zoning ordinance amendments, variances, hardship and other special exception requests.
-Assists with purchase orders and ensures accurate records of expenditures for office supplies and equipment.
-Prepares legal notices and documents for consideration by the Planning Commission, Historic Zoning Commission, Zoning Board of Appeals and City Council.
-Assists with the maintenance of the office filing system and archives.
-Prepares and submits the annual operating budget for all Building and Zoning activities.
-Collects fee payments and forwards to the accounting department.
-Provides relevant information to builders requesting inspections, regulations, restrictions, state contractors’ licensing requirements, workers’ compensation insurance, etc.
-Maintains a comprehensive filing system for building permits, building site plans and related documentation.
-Oversees and assists with responding to complaints and inspects properties with overgrown vegetation, accumulating debris, EMA damage assessments, Junk Yard regulations, etc.
-Assumes responsibility for day-to-day inspections both in the field and within the office.
-Reviews plat plans to ensure project conformity and issues inspection approvals.
-Ensures that all required inspections are obtained and that applicable requirements are met prior to issuance of final inspection approval and certificates of occupancy.
-Performs on-site inspections on new structures and mobile homes to determine compliance with zoning ordinance requirements.
-Maintains daily reports on all inspections including all necessary inspection reports and records pertaining to inspections.
-Issues, when appropriate, correction notices, stop work orders, notices of violation and certificates of completion.
-Investigates complaints and violations, performs research, reviews deeds and tax maps to determine property ownership; prepares written reports and correspondence and completes and maintains inspection records, logs reports and files.
-Assists with the determent of Cemetery Layouts.
-Performs other related duties assigned.
Experience
Graduation from an accredited four year high school (Associate Degree preferred) supplemented with additional course work in office administration, business administration, real estate or a related field; considerable experience in office administration and accounting practices; experience dealing directly with the public; strong organizational, decision making and interpersonal skills; supervisory experience; extensive knowledge of building and zoning codes and regulations; sufficient strength and stamina to the physically demanding aspects of the job in a variety of weather conditions; or any equivalent combination of education and experience to provide the following critical knowledge, abilities and skills:
-Extensive knowledge of Lawrenceburg land use regulations and ordinances including the Zoning Resolution, Subdivision Regulations, and Floodplain Zoning Resolution.
-Extensive knowledge of T.C.A. 5-1-115 (Overgrown Vegetation/Accumulating Debris), Billboard Regulations, EMA Damage Assessment and Junk Yard Regulations.
-Extensive knowledge of building codes and regulations (CABO & International Codes) applicable to new construction, remodeling and renovation projects.
-Extensive knowledge of contemporary office administration practices and procedures.
-Extensive knowledge of the legal processes and procedures pertinent to the proper disposition of land use and condition(s).
-Considerable knowledge of business English and basic accounting transactions.
-Considerable knowledge of applicable building codes and Private Acts pertaining to the use and condition of property located in Lawrenceburg.
-Considerable knowledge of mapping, issuance of building permits, variance requests, etc.
-Considerable knowledge of planning practices and techniques and community and economic development activities.
-Considerable knowledge of GIS mapping systems including commonly utilized software applications and programs.
-Considerable knowledge of effective supervisory techniques including the selection, evaluation, motivation and discipline and/or discharge of staff.
-Ability to interact successfully with property owners to obtain their cooperation in following established building and zoning regulations.
-Ability to effectively supervise and direct the activities of building and zoning compliance staff.
-Ability to maintain detailed and complicated files, documentation and related information.
-Ability to maintain, reconcile and account for all financial transactions associated with office operations.
-Ability to exercise good judgment, courtesy, and tact on the phone or in person when giving and/or obtaining information.
-Ability to deal with detailed and complex information in a consistent, thorough and accurate manner.
-Ability to perform the physically demanding aspects of the job in a variety of weather conditions.
Ability to perform required work assignments in an efficient manner to meet all imposed deadlines and reporting requirements.
-Ability to consistently make good decisions and provide proper advice within established guidelines and procedures.
-Skill in the use of common office equipment including computer terminals and required software programs, copiers, fax machines, multi-line phone systems, etc.
-Skill in the use of a motor vehicle.
Necessary Special Requirements
-Possession of a valid Tennessee Drivers License and the ability to be insured at standard vehicle liability rates.
-State of Tennessee Current Certified and Licensure as Building Inspector in the State of Tennessee.
State of Tennessee Current Certified and Licensure as Building Official in the State of Tennessee.
-State of Tennessee Certified Plumbing Inspector.

Pay: $33.82 - $50.72 per hour
