Full Job Description

Job Title: Program Director

Position Summary

The Program Director is responsible for overseeing the quality, integrity, and compliance of all clinical services within the organization. This role provides clinical leadership, supervision, and guidance to ensure services meet regulatory standards and reflect best practices.

In addition to clinical oversight, the Program Director contributes to strategic planning and program development to support organizational growth and service expansion.

MUST BE A BOARD APPROVED SUPERVISOR

Key Responsibilities

1. Clinical Leadership & Oversight

Provide clinical supervision to licensed and provisionally licensed clinicians (e.g., LMSWs, LGPCs) in accordance with Maryland regulations
Ensure delivery of high-quality, evidence-based clinical services
Serve as a clinical resource for complex cases, including risk assessment and crisis situations
Support appropriate level of care determinations and discharge planning

2. Documentation & Quality Assurance

Review and monitor clinical documentation, including:
Assessments
Treatment plans
Progress notes
Ensure documentation meets standards for:
Medical necessity
Timeliness (e.g., 48-hour completion requirement)
Accuracy of CPT coding and session duration
Conduct regular chart audits and provide feedback to staff

3. Compliance & Regulatory Oversight

Ensure adherence to:
COMAR 10.63 regulations
Joint Commission standards (if applicable)
Payer requirements and clinical documentation standards
Participate in audits and implement corrective action plans as needed
Maintain readiness for external reviews and inspections

4. Staff Development & Training

Provide ongoing clinical training and professional development opportunities
Support onboarding of new clinicians, including review of clinical expectations and documentation standards
Identify performance concerns and collaborate on improvement plans

5. Client Screening & Assignment (Operational Oversight)

Facilitate initial screening of prospective clients to gather necessary information for service placement
Assign clients to providers based on established criteria, including provider availability, specialty, and program needs
Coordinate with administrative staff to ensure timely scheduling and completion of intake requirements
Track and manage client assignment workflow to ensure appropriate caseload distribution

6. Program Development & Strategic Support

Provide clinical input on:
New programs and services
Expansion opportunities (e.g., groups, specialized services)
Ensure new services align with clinical best practices and regulatory requirements
Collaborate with leadership on program effectiveness and service delivery improvements

7. Collaboration & Communication

Collaborate with Program Manager to ensure alignment between clinical expectations and daily operations
Communicate clinical concerns, trends, and recommendations to leadership
Participate in leadership and team meetings as required

Job Requirements

Must be board approved supervisor
Master’s degree in Social Work or Counseling
Minimum 3 years of experience in mental health program management or healthcare administration.
Strong leadership, organizational, and problem-solving skills.
Knowledge of state and federal healthcare regulations, including HIPAA and Medicaid/Medicare policies.
Excellent communication and interpersonal skills.

Schedule: Read carefully
This is a part-time position ( 20 hours per week) with a flexible schedule.

Candidates must be available until 7:00 PM on Thursdays and one additional evening until 6:00 PM (Tuesday or Wednesday) in office located in Owings Mills

Compensation:

Starting at $45/hour during a 90-day introductory period
Increase up to $50/hour based on performance, including clinical oversight, documentation compliance, and operational effectiveness

Pay: $49,657.30 - $59,802.34 per year
