Full Job Description

The Paralegal provides comprehensive legal and administrative support to the Legal Affairs & Risk Management Department regarding litigation support and docket management, legal research, management of public records and subpoenas, landlord tenant matters and evictions, record retention and document management, and general office support. This position has no supervisory responsibilities.

Essential Duties and Responsibilities

Daily in-office attendance is essential to this position due to the highly unpredictable nature of the job and number of in-person, spontaneous, and rapidly changing meetings and assignments, the need to access hardcopy documents and files not readily available offsite, the need to shadow and/or provide other co-workers with hands-on training and instruction, the need to quickly locate and engage with co-workers who are on-site but not readily available by phone or email, the need to interact face-to-face and maintain a constant presence in the office to assist walk-in clients (both internal and external) and to build trust and rapport amongst colleagues while developing stronger interpersonal relationships that facilitate solid, trustworthy, and productive teamwork within the department and throughout the Authority as a whole, and the need to perform hands-on tasks that otherwise cannot be performed offsite (e.g, maintaining the look and appearance of the office space, the location of files and office equipment and supplies, ect…).
Log and manage all public records requests and subpoenas, gather and retrieve requested records, and facilitate the production and response to all such requests.
Assist with the management, filing, retrieval, and organization of legal files, documents and records in accordance with all records retention requirements.
Conduct legal research involving federal, state, and local statutes, case law, legal articles, codes, regulations, and other reference materials.
File legal documents with courts, recorders’ offices, and other external agencies in accordance with all applicable rules, procedures, and deadlines.
Manage and maintain eviction and general litigation dockets in support of Legal staff.
Assist in the preparation of legal documents, including but not limited to memoranda, pleadings, motions, affidavits, briefs, exhibits, contracts, and reports for attorney review, approval, and signature.
Prepare legal descriptions for Declarations of Trust and assist with the preparation of real estate documents.
Serve as the department’s executive assistant and provide general office support, including but not limited to the answering of phones, ordering of office supplies, and maintaining the physical appearance of the office and workstations.
Notarize legal documents on behalf of CMHA, when requested.
Assist attorneys during trials, hearings, arbitrations, and other legal proceedings, as assigned.
Perform other related duties as assigned.

Education and/or Experience

Associate’s Degree required.
Certification as a paralegal required.
A minimum of two years paralegal experience is required.

Skills

Knowledge of office policies and procedures, preferably within a public-sector or legal environment.
Ability to understand, interpret, apply, and explain federal, state, and local laws, rules, and regulations.
Ability to prepare clear, concise, and accurate legal and administrative reports.
Ability to work independently, manage multiple priorities, and meet deadlines.
Demonstrated ability to maintain confidentiality and handle sensitive information appropriately.
Proficiency with standard office and legal-related computer software, including Microsoft 365, Microsoft Teams, Clio, LEXIS, and other related software.
Ability to communicate effectively and interact professionally with CMHA residents, the general public, and CMHA staff.

License/Other Requirements

Must possess a valid State of Ohio Driver’s License and be insurable under Agency guidelines
