NATURE OF WORK:
Plans, organizes, and supervises the daily operations and staff involved at the Chaparral Transfer Station, White Sands Missile Range and Stallion Range. Position performs moderate physical work; Requires travel and attendance at conferences & training related to Solid Waste Management and Recycling. Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, on-call status, and responding to customer issues. Regular attendance is an essential function of this job, and this position is subject to drug testing in accordance with applicable State and Federal regulations and South-Central Solid Waste Authority policies and release of information from (49 CFR Part 40) required.
DUTIES AND RESPONSIBILITIES:
- Supervises, organizes, and coordinates the daily site operations with staff to meet work goals and assures activities are compliant with all local, state, and federal regulations, laws and policies. Demonstrates continuous effort to improve operations, decreases downtime, streamline work processes, and works cooperatively to provide quality customer service. Responds to and investigates customer and staff complaints, incidents, and concerns on service issues and provides technical information within scope of the Authority. Maintains regulatory compliance by keeping current on industry certifications, training, trends, regulations, and issues. Identifies areas of concern for management for review and potential action.
- Utilizes operational experience and CDL certification to provide coverage and operate the fleet in times of need throughout the SCSWA serviceable area. Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information in clear and easily used formats. Evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement.
- Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees to meet established goals and objectives. Meet regularly with staff to review work in progress, discuss and resolve administrative workload, and technical issues, and to prioritize and assign tasks and projects. Coordinates and distributes work and route schedules, communicates with drivers to resolve problems or issues and verifies completion of work orders and data entry.
- Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals. Oversee procurement activities for supplies, services, equipment, and other items to ensure activities comply with established policies and processes. Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies.
- Conducts independent research on solid waste information and self-guided training in areas of solid waste and recycling operations. Performs other duties as assigned.
- MINIMUM QUALIFICATIONS:
- Equivalent to a high school diploma PLUS, five (5) years of experience in solid waste operations, three (3) years in a supervisory/lead worker position is required.
- Minimum of three (3) years of experience operating heavy construction equipment.
- A combination of education, experience, and training may be applied in accordance with South Central Solid Waste Authority policy.
- Licenses/Certification(s):
- Valid Class A commercial driver’s license is required. Manual Transmission Endorsement required.
- Position requires an acceptable driving record in accordance with South Central Solid Waste Authority policies.
- No DUI or DWI convictions within prior thirty-six (36) months and no moving violations within prior twelve (12) months.
- Must be able to obtain New Mexico Transfer Station Certification within one year of date of hire.
- KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of: Heavy Equipment and solid waste operations, vehicles, and use of power and hand tools; operating motorized vehicles and equipment. Knowledge of pertinent laws, rules, regulations, policies, and procedures; principles and practices of effective employee supervision.
- Ability to: Schedule work, equipment, staff and materials/supplies for crews; identify, analyze and solve problems, develop and present solutions. Able to instruct others in a classroom setting; produce written documents with clearly organized thoughts with proper English sentence construction, punctuation and grammar; communicates orally with customers, clients or the public in face-to-face, one-to-one settings, in group settings, or using the telephone.
- Skills in: Various types of refuse vehicles, and other heavy equipment, and tool use.
- Experience in: Basic computer skills are required to operate a personal computer and various software applications. Cloud based, and app-based fleet management and routing software (Fleetio, Routeware or equivalent) is preferential.
- ENVIRONMENTAL AND PHYSICAL FACTORS
- Environmental Factors: Work is primarily performed outdoors with exposure to all weather conditions, mechanical and electrical hazards, and odors; may be exposed to hazardous material containing chemicals and hypodermic needles.
- Physical Factors: Position performs moderate physical work; ability to lift and carry items weighing up to 75 pounds.
