Part-Time Hybrid HR Specialist (Fashion Industry)

Job Overview:

We are a fast-growing fashion clothing company seeking an experienced HR Specialist to join our team on a part-time, hybrid basis. The ideal candidate has 3–5 years of human resources experience in the fashion industry and will oversee key HR operations for both our corporate office and retail store staff. This role requires a hands-on professional who can manage everything from time tracking and payroll to recruitment and performance management, all while ensuring compliance with California labor laws.

Key Responsibilities

Time Tracking & Payroll: Manage employee time tracking and clock-in/clock-out processes for office and retail teams, ensuring all attendance data is accurate for payroll processing. Monitor and verify timesheets to support timely, error-free payroll.

Process Improvement: Identify and implement improved time-tracking systems (e.g. evaluating new apps or hardware) to increase efficiency and accuracy in attendance and payroll management.

W2 & 1099 Check-In Protocols: Develop and enforce clear check-in protocols for different worker types. Ensure W2 employees adhere to on-site work requirements (as applicable) and establish how 1099 contractors log and report their time.

Performance Management: Create and maintain role-based performance evaluation criteria and KPI systems for all employees. Lead structured performance review cycles (monthly and quarterly), providing feedback and coaching to drive employee development and accountability.

Recruitment & Staffing: Manage the full-cycle recruiting process across all departments. This includes defining job titles and role requirements, assessing team staffing needs, and planning hires in line with budget constraints and company growth.

Talent Sourcing: Conduct targeted resume screening and candidate selection to build a strong pool of qualified candidates. Maintain efficient recruitment pipelines and coordinate interviews to fill positions promptly with top talent.

Compliance: Ensure all HR practices comply with California labor laws and regulations, including overseeing required harassment prevention training, adherence to overtime and break rules, and proper pay practices. Keep up-to-date with legal changes to protect the company and employees.

Compensation Benchmarking: Conduct industry-specific compensation research and competitor benchmarking to inform our salary and benefits offerings. Use these insights to help define the company’s competitive hiring edge and attract quality candidates.

Qualifications & Skills

Experience: 3–5 years of HR experience in the fashion/apparel industry (required). Proven track record in HR roles dealing with both corporate and retail staff is highly preferred.

Education: Bachelor’s degree in Human Resources, Business Administration, or a related field (preferred). HR certification (PHR, SHRM-CP) is a plus.

HR Knowledge: Strong understanding of HR operations, including timekeeping systems, payroll processes, recruitment strategies, and performance management frameworks. Familiarity with HRIS and time-tracking tools is advantageous.

Labor Law Expertise: Solid knowledge of California labor laws and HR compliance requirements (wage and hour regulations, overtime, leave laws, etc.). Ability to ensure company policies and practices meet legal standards.

Communication: Excellent communication and interpersonal skills. Able to work effectively with all levels of staff — from retail associates to senior management — and to convey HR policies and feedback clearly and professionally.

Organizational Skills: Highly organized and detail-oriented, with the ability to manage multiple HR projects and deadlines simultaneously. Strong analytical skills to develop KPIs and interpret HR data.

Problem-Solving: Proactive and adaptable mindset. Capable of identifying issues and implementing solutions (e.g., improving processes or addressing performance gaps) in a fast-paced, creative environment.

Work Style: Ability to thrive in a hybrid work setting, balancing remote work with on-site presence as needed. Self-motivated and disciplined in managing part-time hours to meet the role’s objectives.
