Full Job Description

Job Summary

Property & Environmental Management, Inc. is seeking an experienced Construction Project Manager to support a complex design-build construction project in Washington, DC. The ideal candidate will have strong experience managing multidisciplinary construction work in active, occupied, public, or transportation-related environments.

This position requires a hands-on leader who can manage schedule, cost, subcontractors, field coordination, safety, quality, submittals, documentation, testing, commissioning, and closeout. The Project Manager will serve as a key point of coordination between the project team, subcontractors, design professionals, inspectors, and client representatives.

Key Responsibilities

Manage day-to-day project execution from preconstruction through closeout.
Coordinate design, construction, procurement, field activities, submittals, RFIs, inspections, testing, commissioning, and turnover.
Maintain project schedule, cost control, look-ahead planning, and progress reporting.
Coordinate with designers, engineers, subcontractors, vendors, testing agencies, inspectors, and client representatives.
Review and manage construction documents, issued-for-construction drawings, specifications, submittals, shop drawings, and as-built documentation.
Ensure work is performed in accordance with approved drawings, specifications, contract requirements, applicable codes, and safety requirements.
Support permitting, utility coordination, site access, logistics, work planning, and field sequencing.
Lead subcontractor coordination meetings, progress meetings, and internal project reviews.
Work closely with quality and safety personnel to maintain compliance with project QA/QC and safety requirements.
Identify project risks early and support practical mitigation strategies.
Manage documentation required for project acceptance, training, commissioning, and closeout.

Required Qualifications

Minimum 10 to 15 years of construction project management experience.
Experience managing complex, multidisciplinary construction projects.
Strong background in design-build, public infrastructure, transit, federal, municipal, or occupied-facility construction preferred.
Demonstrated experience managing subcontractors, vendors, field staff, schedules, budgets, submittals, RFIs, and closeout documentation.
Ability to read and interpret drawings, specifications, schedules, and technical requirements.
Strong working knowledge of construction safety, quality control, permitting, field coordination, and contract compliance.
Excellent written and verbal communication skills.
Strong organizational skills and ability to manage multiple priorities in a fast-paced environment.
Proficiency with construction management software such as Procore, Primavera P6, Microsoft Project, Bluebeam, or similar tools preferred.

Preferred Qualifications

Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
Experience working on transportation, rail, transit station, vertical circulation, elevator/escalator, structural, mechanical, electrical, or systems integration projects.
Experience coordinating work in active public facilities with restricted access, limited laydown, phased construction, or off-hour work windows.
OSHA 30 certification preferred.
Experience with federal, state, local, or authority-managed construction contracts preferred.

Work Environment

This role will support construction activities in Washington, DC. The position may require coordination with field teams, client representatives, subcontractors, inspectors, and design professionals. Some work may occur outside standard business hours depending on project access, safety, or operational requirements.

Compensation

Salary range: $115,000 - $120,000 per year, based on experience and qualifications.
