Under the direction of the Associate Commissioner of Program Integrity, performs senior-level managerial work overseeing the daily operations of a Logistics Unit and managing a team of logistics staff. Oversees and evaluates automation processes within the ASPEN, iQIES, and TULIP systems supporting annual recertification surveys, complaint investigations, and licensure visits for long-term care providers, including Nursing Facilities, Assisted Living Facilities, Day Activity and Health Services Facilities, Home and Community Support Services Agencies, Immediate Care Facilities for Individuals with Intellectual Disabilities, Prescribed Pediatric Extended Care Centers, the Home and Community-based Services Waiver and the Texas Home Living Waiver. Develops and recommends operational policies, process maps, and automation improvements to ensure consistency across Survey & Compliance regional units. Provides technical guidance on data applications, analyzes survey and inspection data to identify trends, and resolves operational issues.
Essential Job Functions
Performs highly complex (senior-level) managerial work administering the daily activities of a Logistics Unit and managing a team of logistics staff. Manages staff development plans, training programs, and delegates activities among the team.
Works under limited supervision, with moderate latitude for the use of initiative and judgment to perform and oversee the compilation and analysis of LTCR’s regional automation processes in the ASPEN, iQIES, and TULIP applications. Supports annual recertification surveys, complaint investigations, and licensure visits throughout the survey life cycle, and evaluates the need for automation improvements. Creates process maps and develops operational policies and procedures related to automation systems for the Survey & Compliance regional units to promote consistency. Provides technical expertise and guidance regarding questions related to data applications used by LTCR.

Registrations, Licensure Requirements or Certifications
Minimum two years’ experience in the management of a business function, division, or department relevant to LTCR providers. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another, year for year.
