Full Job Description:

Elite ICT is looking to hire a full-time Construction Manager with to help support Illinois's leader in wireless construction. Managing a team of 2-3, the crew will complete the construction portion of wireless cell tower construction including pouring concrete slabs, clearing access roads and grading. Must be willing to travel 4-6 weeks at a time. This is a great opportunity to join our experienced staff and rapidly growing company.

The Construction Manager demonstrates ability to perform all essential job duties and is responsible for training and directing Crew Members on the performance of such skills. The Construction Manager communicates daily with respective managers regarding project progression and crew performance. This individual shall at all times uphold the foundational goals of Elite ICT.

Key Responsibilities:

Project Planning & Management

Develop construction schedules, budgets, work plans, and resource requirements.
Review engineering drawings, construction documents, scopes of work, and material specifications.
Coordinate with design, permitting, procurement, and engineering teams to ensure project readiness.
Manage multiple telecom construction projects simultaneously across various sites or regions.

Field & Construction Oversight

Supervise onsite construction activities for fiber, wireless, tower, or network infrastructure builds.
Ensure contractors follow approved methods, specifications, and quality requirements.
Conduct site walks, audits, and progress inspections.
Oversee installation of telecom equipment, including cabling, antennas, and power systems.

Health, Safety & Compliance

Enforce OSHA, company, and industry safety regulations.
Verify contractor training and certifications (tower climbing, confined space, electrical safety, etc.).
Ensure construction complies with local codes, environmental regulations, and permitting requirements.

Vendor & Stakeholder Coordination

Manage subcontractors, vendors, utility companies, and field crews.
Serve as primary point of contact for clients, municipalities, utilities, and internal teams.
Conduct regular progress meetings and provide updates on project status, risks, and milestones.

Budget & Documentation

Track project costs, change orders, materials, and labor expenses.
Approve invoices, validate work performed, and maintain project financial accuracy.
Prepare and maintain construction reports, redlines/as-builts, quality checklists, and close-out packages.

All other duties, as assigned.

Qualifications & Requirements

Minimum 5 years in the telecommunications construction industry.
Strong understanding of telecom infrastructure, utility construction, and network equipment.
Ability to read engineering drawings, site plans, and fiber/tower construction documents.
Excellent project management, problem-solving, and communication skills.
Knowledge of safety standards such as OSHA, NESC, NEC, and industry best practices.
Valid driver’s license; travel required.

.Physical Demands and Worksite Conditions

Must be able to travel for extended periods of time, up to 6 weeks rotations at a minimum.
Able to sit for extended periods of time, walk, stand, crawl, ability to use hands and fingers extensively.
Must be able to bend at the waist and knees repetitively.
Ability to lift over 75 lbs. regularly.
Requires corrected vision and hearing to normal ranges, and the ability to differentiate between colors.
Ability to climb to heights in excess of 200 feet.
Many tools are repetitive use and must be able to handle and maintain on the job site.
Ability to work effectively and efficiently under time constraints, pressure, and stress.

Certifications (Preferred)

OSHA 10/30 Certification
Competent Climber and Rescuer Certification
RF Awareness Certification
First Aid/CPR Certification
