Full Job Description

The Women’s and Children’s Alliance (WCA) is seeking a highly experienced professional to serve as the Residential Services Manager (RSM) providing leadership and oversight for WCA’s emergency and transitional residential programs, Child Care and 24-hour hotlines. The RSM leads, supervises, mentors, and develops the Residential Program team—consisting of Client Advocate Leads, Client Advocates, Childcare Lead, Childcare Providers, and volunteers, to ensure consistent, trauma-informed, high-quality service delivery.

The RSM ensures that each shift is supported by a Client Advocate Lead, who provides day-to-day guidance to Client Advocates and manages shift-level needs. The RSM provides coaching, training, and structure for this shift-lead model to support efficient, consistent operations across the program. To foster connection and provide direct oversight across all operational hours, this position is required to work on-site for one weekend shift and one swing shift weekly, maintaining high visibility and availability for all shelter staff. Additionally, the RSM oversees child care operations, ensuring safe, developmentally appropriate programming that supports children and parents. The RSM builds and maintains community partnerships, strengthens cross-departmental collaboration, and represents WCA in community settings. The RSM also provides after-hours leadership and support by phone or in person as needed. In coordination with the Chief Program Officer, the RSM supports administrative tasks, grant reporting, and continuous program improvement.

The successful candidate will possess the following:

Leads with compassion and accountability. You can support employees while maintaining clear expectations and addressing performance concerns when necessary.

Stays calm under pressure. You can make thoughtful decisions during crises and help staff remain grounded and focused.

Understands trauma-informed practice. You recognize how trauma affects clients and staff and incorporate safety, choice, empowerment, trust, and collaboration into your leadership.

Can lead a 24/7 program. You understand the unique challenges of residential services and can balance immediate operational needs with long-term program goals.

Develops other leaders. You enjoy coaching and mentoring staff and can help Client Advocate Leads grow into confident shift leaders.

Communicates clearly. You can navigate difficult conversations, provide constructive feedback, and ensure important information reaches the right people.

Uses sound judgment. You can distinguish between situations that require immediate intervention, those that can be handled at the shift level, and those that need to be escalated.

Builds relationships. You can develop strong partnerships with staff, clients, community organizations, and service providers.

Thinks strategically. You can identify opportunities to improve programs while maintaining consistency, safety, compliance, and quality.

Minimum Qualifications

Bachelor’s degree in a human services field or equivalent combination of education and directly related experience will consider 10+ years of direct relevant experience in lieu of degree.
Ability to supervise and lead staff typically gained through 2+ years in a lead, supervisor and/or manager role, preferably in residential, shelter, or human-services environments.
Experience leading staff in crisis-oriented or trauma-responsive environments.
Experience working with survivors of domestic violence, sexual assault, homelessness, behavioral health, or related populations.
Ability to interpret and apply program guidelines, regulatory standards, and agency policies.
Strong organizational, administrative, and time-management skills, including the ability to maintain accurate records and meet deadlines.
Experience with data reporting, documentation systems, or basic program-level record keeping.
Basic understanding of budgeting or program financial stewardship.
Must possess a valid driver’s license and meet liability insurance requirements for the State of Idaho.
