Overview

Agency Summary

The purpose and mission of the Indianapolis Fire Department is to provide emergency and fire protection services for the City of Indianapolis and surrounding areas. Firefighters are also trained as paramedics, emergency medical technicians, extrication specialists, top water and rescue divers, confined space, trench rescue and as hazardous materials technicians to help save lives, protect property, and the environment. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

Job Summary

The planning manager works with the planning chief to develop, implement, and assess programs and processes related to strategic planning, program performance, accreditation, and regulatory compliance, as well conducts research and produces deliverables pertaining to special projects. The position will work with and coordinate performance and planning efforts between all levels of staff (civilian and sworn).

Position Responsibilities

Facilitates the creation of the department’s strategic plans.
Ensures all accreditation application deadlines are met and fees are paid, including those involved with moving to registered, applicant, and candidate statuses.
Provides oversight and guidance to the creation of a community risk assessment and standards of cover, new strategic plan, and comprehensive department self-assessment documents as required by the CFAI.
Establishes measures, monitors, and assesses program performance.
Develops innovative solutions and improvements for the department’s various programs.
Works with the strategic planning officer to access raw performance data from several sources, including the CAD, ESO (incident records management system), and MobileEyes (inspection records management system).
Writes grant proposals and manages grant requirements and reporting.
Utilizes Esri software to create maps and process spatial data.
Works with media relations to create outward facing documents such as the annual yearbook, master plan, standards of cover, and station area books
Manages special projects from the fire chief when needed to achieve the planning division’s strategic and annual goals

Qualifications

Bachelor’s in business administration, management, data analytics, fire science, or a related field and 3 years of experience in the fire service, mid-level management, or human relations; Any bachelor’s degree and five years of experience in the fire service, mid-level management, or human relations. Basic knowledge of fire service principles, procedures, techniques, and equipment; understanding of CFAI and ISO procedures and requirements; city and departmental policies and procedures; IFD’s collective bargaining agreement; data acquisition, management, and analysis techniques; business management and human relations theories; strategic planning theories; sources of new industry research and information; NFPA 1022. Necessary skills include Data processing and management; data analysis; creating written and visual reports and presentations pertaining to data analysis; mastery of the written and spoken English language; performing independent research; project management; leadership skills (up, down, and across the organizational chart); intra- and interagency coordination; instructor skills; basic mastery of Microsoft Office and Power Tools, Esri software, and the ESO records management system. Minimum abilities include proficiency at reading and writing in the English language; attention to detail; willingness and ability to learn new concepts, software, and skill sets; critical thinking capable of identifying alternative solutions, assessing their potential impacts, and overseeing their implementation; a hearty resolve to lead change management; ability to work with limited supervision; enjoys proficiently managing complex tasks; ability to multi-task and rapidly shift from one priority to the next; sound judgement; willingness to occasionally travel (domestic). Must complete the CFAI's Quality Improvement for Fire and Emergency Services (QIFES) and Peer Assessor Training Course with two-years of appointment.

Preferred Job Requirements and Qualifications

Master’s Degree in business administration, management, data analytics, fire science, or a related field and 5 years of experience in the fire service, mid-level management, or human relations field.
