Director of Employer Child Care Partnerships

This role may be either Full Time Exempt or a Consultant. Salary range is $75,000-80,000 annually for Full Time Employee.

Early Matters NEO

Early Matters NEO is a growing cross-sector collaborative advancing public and private action to ensure that quality, affordable child care drives workforce

participation, employer competitiveness, and economic growth.

Role Objectives

This role is 50% Director of Employer Child Care Partnerships, serving as Starting Point’s lead ambassador and trusted advisor to employers. The Director will build a strong employer pipeline, promote the Ohio Business Partnership and related services, and guide employers from initial interest through implementation and ongoing participation.

The role is also 50% Early Matters NEO Collaborative Manager, responsible for coordinating day-to-day work, partner commitments, and shared priorities. The Manager will support awareness-building, learning and engagement, and employer activation, with the strongest emphasis on moving employers to action.

Duties & Responsibilities

Develop and execute an employer outreach plan, including priority sectors, target organizations, referral channels, and annual goals.
Build relationships with executives, human resources and benefits leaders, and other decision-makers to assess workforce and child care needs.
Connect child care solutions to recruitment, attendance, retention, productivity, and employee loyalty.
Promote the Ohio Business Partnership and related Starting Point services in clear business terms.
Guide employers through onboarding and implementation, including communications, referrals, information sessions, and ongoing support.
Develop referral and partnership channels with chambers, HR networks, workforce organizations, benefits brokers, public agencies, and employer intermediaries.
Maintain the employer pipeline and CRM; track outreach, decisions, participation, outcomes, and follow-up.
Gather employer feedback, outcome data, success stories, and market insights to improve services and messaging.
Represent Starting Point at business events, workforce forums, and public presentations.
Manage the EMNEO workplan, calendar, priorities, deliverables, partner commitments, and follow-up.
Plan and facilitate Core Team meetings, Collaborative calls, and other convenings, including agendas, materials, speakers, notes, and action items.
Coordinate communications partners to keep employer messaging, website content, and outreach materials current and widely shared.
Engage employers, intermediaries, civic leaders, workforce and economic development organizations, early childhood partners, and public officials.
Recruit employers to adopt workplace childcare solutions, participate in peer learning, and serve as visible champions.
Coordinate with the Executive Director of PRE4CLE and assigned partners on advocacy strategy, translating policy priorities into clear employer actions.
Connect partners, identify opportunities for joint action, and keep the collaboration aligned around shared goals.
Track participation, employer commitments, advocacy opportunities, progress, and results; provide concise updates to EMNEO leaders and funders.

Education, Experience, Skills, Abilities

Consultative business-development mindset: able to open doors, uncover needs, make a compelling case, and move relationships toward action.
Strong relationship-building skills with executives, human resources leaders, employers, and cross-sector partners.
Strong project management skills, including the ability to manage two connected workstreams, multiple partners, deadlines, and follow-up.
Excellent facilitation, public speaking, meeting management, writing, and presentation skills.
Ability to translate complex child care, workforce, program, and policy information into clear choices and practical next steps for employers.
Comfort using CRM or tracking systems and applying data and feedback to improve strategy and report results.
Strategic, curious, organized, self-directed, and comfortable working in a collaborative environment with shared authority.

Knowledge of child care, family-support services, employee benefits, workforce systems, public policy, or Northeast Ohio’s business community preferred.
Valid driver’s license, and access to reliable transportation required.
Must successfully pass an Ohio Bureau Criminal Background Check.
This position follows a traditional Monday–Friday work schedule, with occasional evening and weekend hours required based on program or organizational needs. Flexible scheduling is available to accommodate alternative work hours when such events occur, ensuring a balanced approach to meeting both operational requirements and employee well-being.
Work is primarily performed in a traditional office environment; however, this position may occasionally require event setup and breakdown, including moving tables, chairs, and other equipment. The role involves the ability to lift and carry items weighing up to 20 pounds, as well as periods of standing, walking, bending, and reaching as needed to support events and activities.

Starting Point seeks a director-level leader to expand employer action around childcare in Northeast Ohio. This full-time role combines employer partnership development for Starting Point with management of Early Matters NEO, a cross-sector collaborative focused on childcare as a workforce and economic development issue.

The Director will build trusted employer relationships, communicate the business impact of childcare, connect companies to practical solutions, and guide implementation. The role also organizes EMNEO partners to raise awareness, create learning and engagement forums, and mobilize employers through workplace solutions and advocacy.

This is not traditional sales. It is consultative, mission-driven business development and collaborative leadership focused on stronger families, a more reliable workforce, and a more competitive region.
