JOB SUMMARY
Plans, manages, and organizes the activities of the Fleet Services department. Responsible for managing efficient preventive and corrective maintenance programs for the District's fleet equipment using asset management principles to ensure equipment reliability while minimizing life cycle costs. Ensures that equipment is properly maintained to support the wastewater treatment plants, collection system and other District departments. Evaluates and recommends which maintenance activities require outsourcing and administers the maintenance and service contracts for all fleet equipment. Responsible for developing and managing the Fleet Services department's budget. Recommends and leads the procurement of fleet equipment for all budget centers within the District. Performs other duties of a similar nature.
ESSENTIAL FUNCTIONS
- Manages the day-to-day activities of the fleet services staff.
- Develops and implements departmental goals and monitors the alignment with Maintenance Services and strategic goals
- Inspects work in progress to ensure conformance with established maintenance, repair and overhaul procedures.
- Oversees, assesses, evaluates and improves the maintenance and repair of the District's fleet equipment. This equipment consists of but is not limited to cars, light duty trucks, sewer jet-vac trucks, construction and landscape equipment, trailers, emergency generators, fuel storage systems,marine equipment, portable trash pumps, forklift trucks, aerial equipment, hydraulic equipment and other miscellaneous equipment.
- Establishes maintenance, repair and overhaul procedures. Establishes safety work rules and enforce safe work practices. Directs and implements processes to work within District policies and procedures to meet standards and maintain safety. Inspects work in progress to assure conformance with established maintenance, repair and overhaul procedures.
- Initiates purchases of tools, material, supplies and parts. Coordinates necessary stock items with storeroom.
- Schedules work to be performed by vendors including recalls, warranty and repairs. Defines the scope of work, obtains quotations and arranges for contract services when necessary.
- Establishes priorities for resource utilization and identifies the need for capital expenditures.
- Integrates verbal and numerical information to create reports that are understood by a wide variety audience and to estimate staffing and resource needs.
- Manages department personnel. Conducts formal hiring interviews. Makes selection and promotion recommendations. Coaches, mentors, and manages performance of subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintain discipline and morale. Participates in grievance hearings and holds disciplinary hearings. Initiates and recommends disciplinary actions.
- Utilizes computerized maintenance management system to plan, schedule and assign the inspections, maintenance, repairs and overhaul of a wide variety of motor vehicles, trailers, generators and other gasoline or diesel-powered equipment. Keeps detailed records and generates reports.
- Responsible for initiating and writing fleet accident reports.
- Creates and manages the operating expense budget for the Fleet Services department.
- Recommends appropriate vehicle and other equipment purchases to District budget center heads.
- Assists departments by evaluating needs, developing specifications and preparing bid documents for new vehicles and other fleet equipment. Evaluates bids and prepare recommendations. Receives new equipment and inspects to assure conformance with specifications.
- Ensures proper usage and provides guidance for the Emergency Response Plans and plays a role in the District's incident command system and participates in emergency response drills.
- Recommends and executes cost effective methods for disposal of the District's used fleet equipment.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess an associate degree, preferably in Automotive Technology, Business Administration or related field.
OR
Candidate must have completed a trade or technical school in the automotive maintenance or closely related field.
Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy
EXPERIENCE
Candidate must possess five (5) years of progressively responsible work experience managing fleet equipment maintenance, which must include three (3) years of experience managing staff.

LICENSURE AND CERTIFICATIONS
Candidate must possess a valid driver's license with a driving record in accordance with the District's acceptable guidelines.

- Must be proficient with Microsoft Office Suite including Word, Excel and Outlook.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, handling, fingering, feeling, talking and hearing. Ability to lift up to 50 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The need to be in the field is required. For safety reasons hearing is required. While working in the field the employee may be exposed to extreme weather, atmospheric conditions, vibrations, extreme heat, wet and/or humid, hazards and confined/restricted working environments.
Pay Range: USD, Commensurate with Experience
$80,606 -$100,758
