This role is classified as Exempt and is a Professional I. The hiring range is $89,364.15 – $111,705.20
Essential Duties and Responsibilities
- Interprets and administers U.S. Department of Housing and Urban Development's (HUD) regulations and DHA established policies and procedures for HCV.
- Programs. Provides and explains contracts to housing provider and understands program participant's obligations.
- Conducts and oversee inspections, inspection files and documents in accordance with HUD SEMAP guidelines/DHA polices and procedures.
- Responsible for supervising assigned staff to ensure daily goals, priorities and customer service needs are met while maintaining all quality and safety standards.
- Ensures that all annual, special, initial, complaint and emergency and other inspections are scheduled and completed in a timely manner and conducted in accordance with HQS guidelines.
- Reviews, monitors and resolves all applicable damage claims, lead based paint and mold related issues. Develops a thorough understanding of related policy issues and guidelines related to HQS/National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections.
- Supervises assigned inspection staff and oversees processes in the following areas: damage claims, lead based paint compliance, HQS/National Standards for the Physical Inspection of Real Estate (NSPIRE), rent reasonableness, execution of HAP contracts and related leasing documents. Monitors housing provider and participant HQS/National Standards for the Physical Inspection of Real Estate (NSPIRE) compliance.
- Handles emergency inspection requests for HCV Tenant Based, Project-Based, Mod Rehab, Single Room Occupancy and other subsidy programs associated with the HCV program. Provides follow up to ensure that emergencies are resolved within established HUD deadlines.
- Responsible for the evaluation of staff performance to include training, performance evaluations, and corrective and/or disciplinary measures.
- Assists with the recruitment of new housing providers for the program, which includes providing information to participants regarding tenant basics.
- Attends agency, social, community, and business organizations' meetings to provide information, assists with issues/complaints, answers questions about the HCV Programs between community, property owners, participants and staff.
- Reviews utility allowance schedule, rent requests, and rent reasonableness.
- Prepares accurate and timely statistical and narrative reports on the status of the inspection scheduling process. Ensures staff provides accurate reports and data as required.
- Works with supervisor to establish departmental priorities and goals.
- Regularly monitors and documents the status of department performance goals.
- Assists with the development and implementation of effective policies and procedures related to HQS/National Standards for the Physical Inspection of Real Estate (NSPIRE).
- Performs inspections as needed.
- Performs other duties as assigned and qualified to perform.
- Acts as a leader and facilitates the involvement of staff to develop, implement and promote excellent customer services to participants, landlords and the community.
- Creates and maintains a positive snd professional work atmosphere with all employees to help generate a positive attitude in the work environment.
Education and Experience Requirements
- Bachelor's Degree in Community Development, Public Administration, Social Sciences, Construction Management, or related field.
- Minimum four (4) years in construction, inspection, or related field.
- Two (2) years supervisory and management experience in a high-volume customer service environment.
- Minimum of two (2) years progressively responsible work experience in management and/or administrative duties.
- Working knowledge of HCV Program/PBV/SRO/MOD/VASH Programs.
- Knowledge of HQS/National Standards for the Physical Inspection of Real Estate (NSPIRE) to ensure compliance with building, health and fire codes.
- One (1) year experience of human relations and dispute resolution.
- A combination of appropriate education and an additional four (4) years of relevant work experience may be substituted for the minimum educational requirement.
Licenses and/or Certification
- Valid Colorado driver license. Maintains a driving record in accordance with the Personnel Policy.
- HQS Certification or equivalent required at time of application.
- Lead Based Paint Assessment Certification or equivalent required.

Physical Requirements
This position requires the ability to perform the following essential functions, with or without reasonable accommodation: dexterity of hands and fingers to operate a computer keyboard or handheld input device; climbing, standing, walking (including over rough, uneven, or rocky surfaces), sitting, lifting and carrying objects weighing up to 20–25 pounds, pushing, pulling, balancing, reaching, stooping, kneeling, crouching, crawling, and driving a vehicle.
