Acquisition SME II – Position Description
Strategic Results is seeking an experienced Acquisition Subject Matter Expert (SME) II who will provide expert-level acquisition and contracting support throughout the full Federal acquisition lifecycle. The Acquisition SME II serves as a senior acquisition resource, applying extensive knowledge of Federal acquisition practices and the Federal Acquisition Regulation (FAR) to support acquisition planning, solicitation and proposal evaluation, contract administration, performance management, and contract closeout.
The Acquisition SME II provides expert assistance to Government acquisition and program personnel on complex acquisition matters, including proposal evaluations, price and cost analysis, technical proposal analysis, and acquisition policy and guidance. The position requires the ability to independently evaluate complex acquisition issues, apply applicable regulatory requirements, and develop sound, well-supported recommendations that facilitate compliant and effective acquisition outcomes.
Key Responsibilities
The Acquisition SME II shall:
- Provide expert-level support throughout the full acquisition lifecycle, from acquisition planning and pre-award activities through contract administration, performance management, and contract closeout.
- Serve as an acquisition subject matter expert to Government acquisition, contracting, program, technical, and other stakeholders on complex procurement and contracting matters.
- Apply expert-level knowledge of the Federal Acquisition Regulation (FAR) when analyzing acquisition requirements, developing acquisition documentation, and providing recommendations.
- Support acquisition planning, including evaluation of acquisition requirements, approaches, strategies, risks, schedules, and other considerations affecting procurement execution.
- Provide expert assistance during proposal evaluations, supporting Government personnel in evaluating contractor submissions against solicitation requirements and established evaluation criteria.
- Perform and/or support price and cost analyses to assist Government personnel in evaluating proposed pricing and costs and developing well-supported acquisition decisions.
- Support technical proposal analyses, coordinating with appropriate technical personnel and evaluating the relationship between proposed technical approaches and acquisition requirements.
- Assist acquisition teams in identifying proposal issues, risks, inconsistencies, assumptions, and areas requiring clarification or additional analysis.
- Support acquisition and contracting personnel throughout source selection and award activities, providing expert analysis and recommendations as required.
- Provide expert-level contract administration support, assisting Government personnel in managing contractual requirements, modifications, deliverables, issues, and other post-award activities.
- Support contractor performance management, including monitoring and assessing contractor performance against contractual, technical, schedule, cost, and performance requirements.
- Assist Government personnel in identifying contract performance risks or deficiencies and developing appropriate strategies or recommendations to address identified issues.
- Support contract closeout activities, helping ensure required administrative, contractual, financial, and performance-related actions are appropriately completed.
- Prepare, review, and update acquisition-related policies, procedures, guidelines, and other guidance products.
- Analyze acquisition policies and regulatory requirements and provide expert recommendations regarding their interpretation, application, and implementation.
- Research and evaluate complex acquisition and contracting issues and develop clear, defensible recommendations for Government consideration.
- Prepare and review acquisition documentation, analyses, reports, memoranda, briefings, recommendations, and other written products supporting Government procurement decisions.
- Coordinate with Contracting Officers, acquisition personnel, program offices, technical evaluators, financial personnel, and other stakeholders to facilitate effective acquisition execution.
- Identify acquisition risks, compliance concerns, and process issues and recommend appropriate mitigation or corrective approaches.
- Provide guidance and technical expertise to other acquisition support personnel, as appropriate, promoting consistent application of Federal acquisition requirements and sound acquisition practices.
- Manage and support multiple complex acquisition activities simultaneously while maintaining regulatory compliance, analytical rigor, responsiveness, and quality.
Required Qualifications
Education: Bachelor’s degree (BA/BS) or equivalent.
Experience: Minimum of ten (10) years of relevant professional experience in Federal acquisition, procurement, contracting, contract administration, or a related acquisition discipline.
Core Competencies
The successful Acquisition SME II will demonstrate:
- Expert-level knowledge of the Federal Acquisition Regulation (FAR) and its application to Federal acquisition and contracting activities.
- Extensive experience supporting the full Federal acquisition lifecycle, including acquisition planning, proposal evaluation, award support, contract administration, performance management, and contract closeout.
- Demonstrated expertise supporting proposal evaluations, price/cost analysis, and technical proposal analysis.
- Experience developing, reviewing, and implementing acquisition-related policies and guidelines.
- Ability to independently research, analyze, and resolve complex acquisition and contracting issues.
- Strong understanding of the relationships among contractual, technical, cost, schedule, and performance considerations throughout the acquisition lifecycle.
- Ability to provide expert-level acquisition recommendations and clearly communicate complex regulatory and contracting matters to Government stakeholders.
- Strong analytical, research, problem-solving, organizational, and written and verbal communication skills.
- Ability to coordinate effectively with contracting, program, technical, financial, and other functional stakeholders.
- Ability to exercise independent professional judgment while supporting multiple complex acquisition requirements and maintaining high standards of quality and compliance.
The Acquisition SME II will bring the depth of Federal acquisition experience, FAR expertise, and independent judgment necessary to advise and support Government personnel on complex acquisition requirements from initial planning through contract closeout, helping ensure acquisition actions are well-supported, compliant, and effectively executed.
