Job Description and Duties

Under general direction of the of the Supervising Transportation Engineer for the Office of Water Quality, the Senior Transportation Engineer (Supervisor) serves as Chief of Water Resources Construction Support Branch B. In this role, the Senior Transportation Engineer is responsible for planning, organizing, and directing the work of staff in the Branch, specifically in the areas of environmental health, water quality, and engineering hydrology and hydraulics.

The Branch Chief supervises Transportation Engineers who are responsible for identifying, reporting, and recommending strategies when issues arise within these subject areas during the construction of transportation facilities. The Branch Chief supervises and performs professional engineering tasks to manage compliance with the Department Statewide National Pollutant Discharge Elimination System (NPDES) Permit, the Construction Stormwater General Permit (CGP), Clean Water Act Section 401 certifications, and other environmental permits during construction.

The incumbent will:

Develop and implement effective performance management procedures that ensure timely completion of performance appraisals, probationary reports, consistent communication with staff, and, when warranted, appropriate corrective and disciplinary actions.

Provide continuous feedback to staff that highlight performance successes and develop action plans to close competency deficiencies and performance gaps.

Establish and maintain a work environment that leverages an inclusive workforce in order to achieve superior results.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

The work environment will generally be in an office setting. Some field work is to be expected. Travel may be required to attend statewide meetings and conferences, but not on a frequent basis.
