HOMELESS OUTREACH SUPERVISOR
HUMAN SERVICES

GENERAL STATEMENT OF RESPONSIBILITIES

Under general supervision, this position will lead and oversee outreach efforts for the Newport News
Department of Human Services (NNDHS). This position will supervise the outreach team, which
includes two Homeless Outreach Specialists (HOS), ensuring seamless coordination between Four Oaks
Day Services Center (FODSC), the Greater Virginia Peninsula Homelessness Consortium (GVPHC) and
other city departments and community partners. Reports to the Chief of Homelessness & Community
Initiatives.

ESSENTIAL JOB FUNCTIONS

Assists the Chief of Homelessness and Community Initiatives with the implementation, coordination,
and administration of the Homeless Outreach through Positive Engagement (HOPE) program.
Supervises Homeless Outreach Workers by assigning work, monitoring performance, providing
coaching, conducting evaluations, and ensuring compliance with departmental policies, outreach
protocols, trauma-informed care, and Housing First principles.

Provides field supervision by participating in outreach activities, mentoring staff, responding to complex
client situations, and ensuring staff safety and effective service delivery.

Plans and coordinates daily outreach operations, including staff scheduling, resource allocation, referral
management, and coverage of priority outreach areas. Coordinates responses to referrals from City
departments, emergency responders, community organizations, healthcare providers, and the public.

Develops and maintains collaborative partnerships with City departments, service providers, law
enforcement, healthcare organizations, and community stakeholders to coordinate services and address
homelessness.

Oversees outreach documentation, client records, and HMIS data to ensure accuracy, quality, and
compliance with applicable regulations and program requirements. Monitors program performance,
analyzes data, prepares operational reports, and recommends improvements to enhance program
effectiveness and service delivery.

Provides staff training and professional development in outreach practices, client engagement, de-
escalation, documentation, safety, cultural competency, trauma-informed care, and Housing First
principles. Represents the HOPE program in community meetings, regional initiatives, case
conferencing, and collaborative planning efforts.

Assists with program planning, policy development, grant implementation, quality improvement
initiatives, and responses to community concerns regarding homelessness and encampments.

Ensures compliance with workplace safety standards, confidentiality requirements, and applicable
federal, state, and local laws, regulations, and policies.

Performs other related duties as assigned.

REQUIRED KNOWLEDGE

Housing and Homeless Services – Knowledge of Housing First, trauma-informed care, harm

reduction principles, and evidence-based practices for engaging individuals experiencing

homelessness. Knowledge of housing resources, homeless assistance programs, Coordinated Entry,

and organizations supporting individuals and families experiencing homelessness, including

applicable local, state, and federal regulations related to housing and the Virginia Residential

Landlord and Tenant Act (VRLTA).

Community Resources and Social Services – Knowledge of community resources, behavioral health

services, crisis intervention strategies, safety protocols, referral processes, and public assistance

programs. Knowledge of case management principles and practices used to assess needs,

coordinate services, and promote housing stability.

Social and Economic Factors – Knowledge of the social, economic, and systemic barriers affecting

individuals experiencing homelessness and the impact these factors have on housing stability,

health, and access to services.

Data Management and Reporting – Knowledge of Homeless Management Information Systems

(HMIS), case management software, data collection practices, reporting requirements, and

applicable confidentiality standards.

Customer Service – Considerable knowledge of customer service principles and practices, including

establishing quality service standards, responding to diverse customer needs, and evaluating

service effectiveness.

Supervision - Knowledge of leadership techniques, principles and procedures to assign work,

schedule, supervise, train, and evaluate the work of assigned staff.

REQUIRED SKILLS

Judgment and Decision Making —Evaluate complex situations, analyzing available information,

assessing risks, and exercising sound judgment to determine appropriate courses of action while

prioritizing competing

Case Management and Client Engagement – Building rapport with individuals experiencing

homelessness through trauma-informed, person-centered, and culturally responsive approaches.

Ability to assess client needs, develop service plans, and connect individuals with appropriate

housing and supportive services.

Communication – Strong written and verbal communication skills to prepare reports, document

client interactions, present information clearly, and communicate effectively with clients,

community partners, and City leadership.

Collaboration and Relationship Building – Developing and maintaining cooperative, professional

working relationships with clients, coworkers, public safety agencies, service providers,

community organizations, and representatives from other governmental agencies.

Data Collection and Analysis – Collecting, analyzing, interpreting, and reporting data to ensure

compliance with local, state, and federal requirements and to support program evaluation and

service improvements.

Computer Skills – Using personal computers and standard business software, including word

processing, spreadsheets, email, database applications, and case management systems such as

HMIS, with accuracy and efficiency.

REQUIRED ABILITIES

Time Management – Ability to plan, organize, and prioritize daily work activities independently

while managing multiple assignments and meeting established deadlines in a fast-paced

environment.

Adaptability – Ability to respond effectively to changing priorities, field conditions, weather,

emergency situations, and evolving operational needs while maintaining service continuity.

confidentiality, and composure while working with vulnerable populations, responding to crises,

Analytical Ability – Ability to perform arithmetic, statistical, and basic analytical calculations,

interpret data, identify trends, and prepare accurate reports to support program planning and

decision-making.

EDUCATION AND EXPERIENCE

Requires a Bachelor’s degree in Human Services, Social Work, Psychology, Sociology or a related field
and 3-5 years of progressively responsible experience in homelessness services, street outreach, crisis
intervention, behavioral health support, or a closely related field or an equivalent combination of
education and experience and 1-2 years of supervisory experience.

Master’s degree preferred in social work, public administration, counseling, or human services.

ADDITIONAL REQUIREMENTS

Requires an acceptable general background check to include a local and state criminal history check
and sex offender registry check.

A valid driver’s license with an acceptable driving record.

Individuals in this position cannot be listed as having a founded child abuse or neglect complaint.

In the event of a declared emergency in the City of Newport News, individuals in this position are
required to work shelter duty and may be called on to perform duties as required to provide for the
safety and care of the citizens of the community.

PHYSICAL REQUIREMENTS

Frequently walk and stand for extended periods while conducting field-based outreach.

Requires bending, kneeling, crouching, reaching, climbing, and performing other physical

movements necessary to engage with clients in field settings.

Occasionally lift, carry, push, and/or move outreach supplies, equipment, and materials of

moderate weight (10-30 pounds).

Extended periods of driving: Supervisors may spend significant time operating a vehicle to monitor

teams, respond to crises, or coordinate services across multiple sites.

SENSORY REQUIREMENTS

Some tasks require the ability to perceive and discriminate sounds, smells and visual cues or signals.

Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES

Performance of the essential functions of this position requires frequent field work and direct
interaction with individuals experiencing homelessness in a variety of indoor and outdoor settings.

Work is performed in varying weather conditions, including exposure to heat, cold, rain, humidity,
wind, and other seasonal elements during year-round outreach activities.

Employees may be exposed to unpredictable environments, including encampments, wooded areas,
abandoned structures, roadways, and other locations where individuals experiencing homelessness
reside. Environmental exposures may include communicable diseases, aggressive or volatile behavior,
hazardous materials (including discarded needles and drug paraphernalia), insects, uneven terrain,
unsanitary conditions, and other hazards associated with field-based outreach.
