Full Job Description

SUMMARY OF JOB DUTIES:

Under the direction of the Chief of Police, the Administrative Operations Manager coordinates and oversees the administrative, financial, and operational support functions of the Police Department.

This position requires a high level of accuracy, discretion, organization, and independent judgement. Responsibilities include payroll and attendance administration of all sworn officers and civilian support positions, financial tracking and reporting, records management, and coordination of departmental administrative processes. The position serves as a central coordination between department operations, borough administration, and the public, ensuring services are delivered efficiently, accurately, and in compliance with applicable policies and procedures. The role requires the ability to remain composed, professional, and effective in high-pressure or sensitive situations.

Responsibilities include:

Supervise the daily functions of the Police Receptionist and oversee administrative support operations, ensuring accuracy, timeliness, and professionalism.
Maintain strict confidentiality in handling personnel, payroll, investigative, and departmental records.
Review police reports for accuracy, completeness, and proper coding with strong attention to detail.
Manage the records management system, including routine monitoring of system integrity and coordination with vendors as needed.
Serve as the department liaison with outside software, technology, and supply vendors.
Prepare the Uniform Crime Report (UCR) and other required statistical reports with a high degree of accuracy and timeliness.
Compile and prepare statistical data as directed by the Chief of Police.
Monitor departmental budget activity, ensuring accuracy in tracking expenditures and adherence to approved allocations.
Review, prioritize, and process invoices.
Maintain accurate payroll records, including review of timecards prior to submission.
Maintain attendance and leave tracking systems; ensure time off requests are reviewed and processed based on operational needs and staffing requirements.
Maintain personnel, training, and departmental records with strict adherence to confidentiality and record integrity standards.
Maintain organized and accurate filing systems (electronic and hard copy) to ensure records are complete, accessible, and secure.
Recommend purchases, schedule repairs, and coordinate maintenance of office equipment and supplies.
Maintain departmental inventories, including uniforms and supplies, ensuring timely ordering and accountability.
Administer the Borough parking ticket program, including interdepartmental tracking for fee escalation.
Assist with School Safety Patrol and School Resource Officer coordination.
Serve as liaison with other borough departments to ensure efficient communication and workflow.
Maintain departmental logs and documentation with consistent accuracy and organization.
Perform additional administrative and operational tasks as directed by the Chief of Police.

QUALIFICATIONS:

EDUCATION & EXPERIENCE: High school diploma or equivalent, plus 5-10 years of progressively responsible administrative experience in a municipal or public safety environment, or any combination of education and experience which indicates possession of the knowledge and abilities listed below. Must possess a valid PA driver's license. Must be capable of obtaining and maintaining access to criminal justice information systems (CJIS) in accordance with applicable CJIS security requirements.

KNOWLEDGE AND ABILITIES:

Advanced knowledge of administrative office practices, procedures, and records management systems.
Thorough knowledge of government processes and the Borough Code.
Advanced knowledge of Microsoft Office software and related office technologies.
Thorough knowledge of bookkeeping, purchasing, payroll processing, and financial tracking best practices, including the ability to utilize related software systems accurately and efficiently.
Basic knowledge of current police procedures, practices, and terminology.
Ability to administer, maintain, and reference police records management systems and related databases.
Ability to maintain strict confidentiality and exercise discretion when handling sensitive personnel, payroll, operational, and investigative information.
Ability to demonstrate exceptional attention to detail and accuracy in reviewing reports, maintaining records, processing payroll, and preparing financial and statistical documents.
Ability to organize, prioritize, and coordinate multiple assignments, projects, and deadlines in a fast-paced public safety environment.
Ability to independently manage competing priorities and adapt to shifting operational demands while maintaining accuracy and professionalism.
Ability to meet established schedules and deadlines with minimal supervision.
Ability to maintain organized and accurate electronic and hard copy filing systems and documentation.
Ability to provide professional, tactful, and courteous customer service when responding to public inquiries, concerns, and complaints.
Ability to respond appropriately and professionally to complaints, concerns, and sensitive situations, and determine or coordinate appropriate action.
Ability to communicate effectively both verbally and in writing, including through telephone and electronic communications.
Ability to recommend and implement administrative improvements and efficient office practices.
Ability to maintain professionalism, honesty, integrity, and reliability in order to uphold public trust.

WORKING CONDITIONS:

Work is performed primarily in an office environment with frequent interruptions and interaction with sworn officers and the public. The position requires the ability to manage competing demands in a fast-paced environment while maintaining accuracy, professionalism, and composure. Occasional attendance at evening meetings may be required.
