Full Job Description

PRIMARY PURPOSE: The HMIS GIS Data Analyst is part of the team responsible for the day-to-day operations of the HMIS, a relational database management system that stores and manages data relating to people experiencing or at are risk of homelessness in Hawaii. The HMIS GIS Data Analyst will work closely with various departments at PIC teams to support HMIS database management and work towards system development and improvements, data quality assurance, and analysis of system data managed by PIC in accordance with the PIC Governance Charter and/or Bylaws, and in accordance the Department of Housing and Urban Development (HUD) policies and regulations.

The HMIS GIS Data Analyst will create and provide PIC team and CoC members with maps and spatial

data analysis for utilization in reports, planning, outreach, the PIC public facing website, dashboards, and

approved data inquiries as requested in order to support the strategic and tactical plans to end homelessness in Hawaii. To accomplish this, the HMIS GIS Data Analyst will administer the PIC ArcGIS account and HMIS database vendor mapping tools, associated tables and figures, and use these to produce quality geospatial data visualizations and reports for deeper understanding of HMIS data and trends over time. In addition, the HMIS GIS Data Analyst will be responsible for the following duties:

1. Develop maps for data requests from the Oahu CoC;

2. Work closely with Data Manager to build out and maintain outreach mapping utilizing the HMIS

database;

3. Assist Data Manager in including maps in applicable reports, data mining, processing data requests,

presenting PIC maps when needed, and exploring creative data-driven solutions to end

homelessness;

4. Assist the Landlord Engagement Program team at PIC by providing ArcGIS administrative support

and guidance as needed;

5. Attend Data and CES Oversight committee meetings, educational seminars to improve knowledge

and performance level; familiarize and keep current with HUD manuals and other relevant technical

documents;

6. Assist with projects as assigned, including conducting research and development of GIS tools that

support the needs of the CoC;

7. Support the development and utilization of systematic HMIS data maps that are interactive (when

appropriate), current, accurate, accessible (when appropriate), practical, and visually meets the

intended purpose for utilization;

8. Support the Annual Point in Time Count (PITC) in collaboration with PIC’s Data Committee,

Executive Director, and Board of Directors by using ArcGIS / Survey123 (or similar software) to

develop and conduct the PITC operations by managing the survey tool, maps for outreach teams,

support with PITC report and sub-reports, and assist with all other mapping needs for the PITC as

assigned;

Other duties and functions:

o Performs other duties as assigned by the Executive Director, Data Manager, and the PIC Board of

Directors.

o Note: PIC reserves the right to assign additional duties and to add, delete, or modify essential or

marginal job functions.

Working Conditions:
Remote and/or indoors in air-conditioned office.

Standard Working Hours: Monday-Friday 8:00 a.m. to 5:00 p.m. are standard hours of operation for this

full-time position. The schedule may be flexible with Data Manager and Executive Director approval, while

ensuring 40 hours per week are consistently maintained.

Traveling Requirements: Job might occasionally involve travel to various program sites, company offices,

and other locations – but this position is primarily remote in nature.

Technology Requirements: Job position has the option of being primarily remote in nature, which will

require reliable highspeed internet on a private, secure network and in an environment where any sensitive

data and materials are safe and secure.

Mental and Physical Demands:

The ideal candidate will have the following skills and abilities:

1. Demonstrates effective verbal and written communication skills, including but not limited to the

ability to communicate with all levels of management, staff, and external clients, especially those

who are not well versed in computer technology.

2. Have a working knowledge of computer technology and the fundamentals of data science along

with the ability to use data analytic tools / software to answer complex questions.

3. Skilled with ArcGIS Online and ESRI suite of products and other related mapping products,

relational databases, data visualization tools, and programming languages

4. Superior proficiency in Microsoft Excel for data cleaning and processing.

5. Ability to work independently as well as a part of a team, including direct work and coordination

activities with the PIC Director, Board of Directors, and General Membership

and simultaneously manage multiple projects and timelines.

6. Demonstrated experience with and sensitivity to varying cultural, ethnic, and social backgrounds,

values, and attitudes.

7. Proficiency with HMIS software platforms (e.g., Clarity Human Services, ServicePoint, or similar)

and familiarity with HUD HMIS Data Standards and required data elements.

8. Experience extracting, transforming, and analyzing HMIS data for HUD-required reports including

the Annual Performance Report (APR), Longitudinal Systems Analysis (LSA), and System

Performance Measures (SPMs).

9. Ability to conduct data quality reviews, identify and resolve data entry errors, and support training

pertaining to navigating PIC maps, HMIS data standards and best practices.

10. Familiarity with data privacy requirements including HMIS confidentiality and data sharing

policies, and applicable federal regulations (e.g., 45 CFR Part 91).

Preferred Qualifications:

1. Bachelor’s degree (BA/BS) or higher from a 4-year accredited institution with a focus in

Geography, Cartography, Computer Science, Data Science, Information Systems, Public Health,

Social Sciences, or a related field, with training in GIS and/or data analysis

2. Experience working closely with relational databases and using mapping software

3. Strong background in data visualization

4. Prior experience working with an HMIS platform in a CoC, ESG, or other HUD-funded program

environment

5. Experience with data dashboarding tools (e.g., Tableau, Power BI, or Looker) for creating

interactive reports on homelessness trends and program outcomes where integrating spatial data is

pertinent

Pay: $63,000.00 - $67,000.00 per year
