Full Job Description

Overview

The Human Resources (HR) Specialist is responsible for overseeing all HR operational functions at Honolulu Elks Lodge 616, including recruiting, employee relations, benefits administration in concert with Altres (Professional Employer Organization (administrative employer), compliance, training, and performance management. This role supports a diverse workforce, including food and beverage, administrative, non-profit community service volunteers, charitable fraternity and facilities personnel. This person plays a key role in fostering a professional, member-focused, mission driven work culture of the Benevolent and Protective Order of Elks. On-site presence required and may include evenings/weekends based on club events or staffing needs occasionally.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING.

Recruitment & Staffing

In collaboration with Lodge Department Managers, develop and execute consistent, reproducible recruitment strategies for all departments including administration, facilities, restaurant, bar,and kitchen staff.
Coordinate job postings, interviews, background checks, onboarding, and related documentation.

Employee Relations

Serve as the primary contact for employee concerns and conflict resolution.
Promote a positive work environment through employee engagement, recognition, and feedback mechanisms.
Conduct internal investigations into employee and supervisor complaints, ensuring accurate documentation and timely resolution.

Compliance & Recordkeeping

Ensure compliance with federal, state and related job specific employment laws (e.g., wage and hour, labor relations, safety) for all employees at Lodge 616 through PEO (professional employer organization) or direct oversight.
Maintain accurate, complete and confidential employee records of all employees of Lodge 616 including volunteer board and house committee members.
Assist with policy development and enforcement consistent with Elks mission and values and legal requirements.
Ensure the annual onboarding of volunteer Board and House Committee members is completed thoroughly and in a timely manner. This process must include the execution and proper documentation of all required materials, such as Confidentiality Waivers, annual review and signing of the Altres Contract and Conflict of Interest Agreements, as well as any additional documents required by the Board of Directors (referred throughout this document as the BOD).
Provide quarterly reports on the active employee roster by department to the House Committee and BOD.

Compensation & Benefits

Work with our Professional Employer Organization (PEO) to administer payroll and ensure it aligns with community standards and Lodge Board guidelines.
Educate staff and managers on benefit options and eligibility through Employee Handbook and PEO resources.
Maintain oversight of benefits (with PEO) and compensation of each employee in accordance with lodge, state, federal policies and procedures.

Training & Development

Coordinate and schedule (utilizing PEO), staff training programs including but not limited to new hire onboarding, safety (OSHA/Food Safety/Liquor Commission/DOH), hospitality service standards, and supervisory skills.
Support leadership in coaching and performance reviews.

HR Strategy & Culture

Partner with Lodge 616 leadership to implement HR initiatives supporting Lodge mission and goals.
Lead employee satisfaction efforts and culture development to retain talent.
Assist with coordinating job descriptions and files to align with PEO records/files.
Assist department managers with updating of job descriptions as indicated.
Assist with standard operating procedure (SOP) development and update current policies and procedures as directed by Exalted Ruler.

Other duties may be assigned by management

SUPERVISORY RESPONSIBILITIES

Directly reports to Lodge Exalted Ruler and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include collaborating with lodge department managers to facilitate accurate and best practices for interviewing, hiring, and training employees; planning, assigning, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor’s degree (BA or BS) from four-year college or university; or equivalent combination of education and 5 - 7 years of experience in Human Resources.

Computer Skills

Working knowledge of Microsoft Office, including but not limited to Outlook, Word, Excel, Power Point and Lodge 616 operational related programs. Professional Employer Organization experience, and knowledge with HR Symphony application a plus.

Certificates, Licenses, Registrations

SPHR or PHR certification a plus

Other Skills and Abilities

Ability to speak, read, and write at 400 university level

Ability to operate business equipment such as photocopier/scanner/printer, phone system

Working knowledge of HR systems

Perform other duties and responsibilities as management requests

3 to 4 years experience working in the food and beverage industry preferred
