Job Title: Housing Preservation Coordinator

Department: Strategic Initiatives
Reports To: Director of Strategic Initiatives
FLSA Status: Exempt
Salary Range: $70,000 - $85,000 annually

Position Summary

The Housing Preservation Coordinator serves as LMHA’s internal project manager for housing preservation, redevelopment, and repositioning initiatives. The position supports implementation of LMHA’s long-term portfolio preservation strategy through coordination of HUD repositioning programs, project planning activities, application development, policy analysis, stakeholder engagement, and funding initiatives.

Working under the direction of the Director of Strategic Initiatives, the Housing Preservation Coordinator manages the preservation and repositioning pipeline, coordinates complex multi-departmental projects, supports redevelopment planning efforts, and assists with preparation of HUD applications and funding requests. The position works closely with Development, Asset Management, Public Housing Operations, Finance, consultants, co-development partners, and HUD to advance LMHA’s portfolio transformation objectives.

Essential Duties and Responsibilities

Housing Preservation & Repositioning Coordination

Coordinate the planning, implementation, and documentation of LMHA’s housing preservation, redevelopment, and repositioning initiatives.

Maintain LMHA’s preservation and repositioning pipeline, including project schedules, milestones, deliverables, approvals, reporting requirements, risks, and implementation challenges.

Assist in evaluating properties and coordinating activities related to redevelopment, rehabilitation, recapitalization, repositioning, disposition, and other preservation strategies.

HUD Applications & Regulatory Coordination

Coordinate preparation and submission of HUD repositioning applications, including Rental Assistance Demonstration (RAD), Section 18 Demolition and Disposition, and other applicable preservation or repositioning programs.

Manage application schedules, supporting documentation, internal and external information requests, HUD correspondence, and regulatory requirements throughout the application and implementation processes.

Monitor and analyze HUD notices, guidance, policies, and regulatory changes affecting LMHA’s preservation and repositioning initiatives and provide summaries and recommendations to leadership.

Project Management & Stakeholder Coordination

Serve as a central point of coordination among Development, Asset Management, Public Housing Operations, Finance, Capital Improvements, Section 8, consultants, co-development partners, HUD, and other project stakeholders.

Coordinate project meetings, status updates, action items, consultant activities, contract deliverables, and follow-up efforts to support timely completion of project milestones.

Identify project risks, barriers, and implementation challenges and coordinate recommendations and corrective strategies with the Director of Strategic Initiatives and project stakeholders.

Research, Policy Analysis & Strategic Support

- - Conduct research and analysis related to affordable housing policy, HUD programs, funding opportunities, redevelopment, housing preservation, and industry best practices.
  - Support strategic planning activities and prepare reports, presentations, briefing materials, executive summaries, and other communications for LMHA leadership, the Board of Commissioners, HUD, and external stakeholders.

Funding & Resource Development Support

Research funding opportunities and assist with the preparation of grant applications, funding requests, concept papers, narratives, and supporting documentation for preservation and redevelopment initiatives.

Coordinate data collection and assist with tracking deliverables, expenditures, outcomes, and reporting requirements associated with awarded funding.

Data Management & Reporting

Develop and maintain project tracking systems, dashboards, status reports, performance measures, and other tools to monitor preservation and repositioning activities.

Collect, organize, and analyze project information and prepare periodic reports regarding pipeline activity, project status, funding opportunities, implementation progress, and preservation outcomes.

Perform other related duties as assigned.

Minimum Qualifications

Education

Bachelor’s degree in Public Administration, Urban Planning, Community Development, Public Policy, Real Estate, Business Administration, Nonprofit Management, or a related field.

Experience

Three (3) years of progressively responsible experience in affordable housing, community development, urban planning, housing development, asset management, grant administration, public policy, project management, or a related field.

Experience coordinating complex projects involving multiple internal and external stakeholders and preparing grant applications, regulatory submissions, funding requests, technical reports, or similar documents is preferred.

Experience with HUD programs, affordable housing preservation, redevelopment, repositioning, or other public-sector housing initiatives are preferred.

An equivalent combination of education, training, and experience may be substituted.

Preferred Qualifications

Experience with HUD repositioning programs, including RAD and Section 18.

Experience with affordable housing development, asset management, housing finance, or portfolio preservation.

Project management training or professional certification.

CHAM, PHM, PMP, or a related professional credential.

Valid driver’s license.

Knowledge, Skills, and Abilities

Knowledge of project management principles and practices.
Knowledge of affordable housing, community development, public administration, urban planning, or related fields.
Ability to interpret regulations, policy guidance, notices, and technical requirements.
Strong writing, editing, research, and analytical skills.
Ability to manage multiple projects and deadlines simultaneously with strong organizational skills and attention to detail.
Ability to establish and maintain effective working relationships and coordinate complex initiatives involving multiple stakeholders.
Excellent oral and written communication skills, including reports, applications, presentations, and technical documents.
