The State of New Hampshire, Department of Health & Human Services, Division for Children, Youth & Families, Sununu Youth Services Center has a full-time vacancy for SYSC Administrator

Summary:

Under the direction of the SYSC Bureau Chief and SYSC Associate Bureau Chief, the incumbent is responsible for leading, managing, and monitoring contracted educational services to ensure consistent, high‑quality academic and special education programming. Ensures implementation of evidence‑based, promising, and emerging best practices that support youths’ educational needs, safely and effectively, and uphold all applicable educational standards.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in education, human services, social work, sociology, counseling, , juvenile justice, child protection, psychology or related field, 4 years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: None

Trainee Option: Candidates with an equivalent combination of 9+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position. 3 years of education and experience must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

PREFERRED QUALIFICATIONS: NH Certified Special Education Teacher. Experience implementing trauma-informed educational programs within juvenile justice or behavioral health settings.

Responsibilities:

DETAILED TASKS (STANDARD): None

DETAILED TASKS (AGENCY/POSITION-SPECIFIC):

Directs and manages the facility educational program including evaluation, planning, behavioral, and special education supports. Ensures that these services are well coordinated and integrated with other facility departments and practices. Leads coordination with Local Education Agencies (LEAs) to obtain, implement, and monitor special education and Individualized Education Plans (IEPs) and 504 requirements, including required accommodations and modifications to educational plans.

Serves as a member of the facility leadership team and participates in the development of policies, initiatives, and strategies that promote the physical, emotional, educational, vocational, and social needs of residents. Leads trauma-informed training for educators, including de-escalation approaches aligned with SYSC-wide practice. Provides staff coaching, performance feedback, and consistent implementation of educational policies and behavior supports.

Monitors educational contractor compliance to ensure that service delivery meets contract and quality standards, including required staffing levels, educational hours, and individualized academic and vocational service delivery. Promotes timely communication of information and effective delivery of tasks and administration of quality education services. Serves as a liaison between educators and facility staff to ensure that individual clinical and recreational plans support an educational experience that provides residents with a sense of achievement.

Establishes, maintains, and oversees a collaborative relationship with all LEAs, school districts, facility units, outside agencies, vendors and/consultants to promote achievement and adherence to program policies, services, and goals. Demonstrates and promotes excellent customer service skills.

Demonstrates awareness of national trends in education programs. Interprets and develops strategies that meet professional standards and the expectations of all accrediting bodies.

Supports transition planning for youth re-entry to communities, schools, and vocational programs. Engages in the community through service on committees and workgroups relevant the development of vocational skills and educational supports for youth.

Develops and maintains a continuous quality improvement plan specific to educational services, incorporating data trends, performance measures, and youth feedback. Monitors and reviews monthly data reports and annual performance measures. Participates in and/or leads facility-wide Quality Improvement groups

Administers and monitors objectives that assure that the physical environment and educational standards meet or exceed the safety needs of staff and residents.

Develops and coordinates an accountable process for the financial needs and functions for facility services and programs and administers and monitors operational and contract activities for efficient and effective allocation of agency resources.
