Full Job Description

Position Purpose: The purpose of this position is to manage the financial aspects of the operation of the regional school district Massachusetts General Law (MGL). By statute, the School District is required to employ a District Treasurer who works independently under the control of the School Committee, and in collaboration with the School Business Office. Work requires initiative and independent judgment in the application of prescribed policies, procedures, and methods. Performs all other related work as required.

Essential Functions: (The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)Responsible for the Cash Management of the School District funds.Serves as the custodian and signatory of all District Cash.Approves all payroll and expense warrants.Transfers all cash for warrants.Responsible for the debt management of the School District.Serves as the Audit Liaison.OPEB TrusteeInvests school funds, maintains custody of trust funds and records of all investments and income.403B Plan Signatory.Provides support to the Business Office as necessary.Serves as the pension liaison to the Middlesex County Retirement system.Performs similar or related work as required, directed or as situation dictates.Supervision: Complexity: Performs varied and responsible functions requiring a thorough knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures. Independent Action: Works under the general direction of the School Committee Chair. following department rules, regulations and policies, requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule.

Supervisory Responsibility: None.Work Environment: Work is performed in an office environment. Majority of work is performed in a moderately noisy work environment, with frequent interruptions.Operates computer, printer, telephone, copier, facsimile machine and all other standard office equipment.Makes frequent contact with school department staff and the School Committee.Employee may have access to departmental confidential information.Errors could result in delay or loss of service and financial and/or legal ramifications.Recommended Minimum Qualifications: Education, Training and Experience: Bachelors Degree (Accounting, Business, Public Administration), and be a Certified Massachusetts Municipal Treasurer (CMMT) or in the process of attaining such certification, CPA preferred. Must be bondable. Three to five (3-5) years of municipal financial management experience; or any equivalent combination of education, training, and experience.Knowledge, Ability and Skill: Knowledge: Thorough knowledge of the principles and practices of financial management and specific knowledge of the legal controls, methods and procedures of municipal finance.

Broad knowledge of MGL as it relates to District and Municipal Chapters. Knowledge of banking and retirement and insurance requirements. Knowledge of computer applications for accounting and financial management. Knowledge of accounting software and Microsoft Office products.

Working knowledge of office procedures and practicesAbility: Ability to establish and maintain effective and harmonious working relationships with School officials and departments, members of the banking community, state agencies and the general public. Ability to communicate effectively in written and oral form. Ability to manage and prioritize multiple tasks in a detailed and organized manner. Ability to prepare accurate financial reports and records.Skill: Effective leadership skills, diplomacy in dealing with the public.

Proficient written and oral communication skills and administrative skills. Skill in computers and appropriate software applications. Skill in working with numbers and details.Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, communicate, or hear; occasionally required to walk, must be able to handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move objects weighing up to 15 pounds. Vision and hearing at or correctable to normal ranges. This position requires the ability to operate a keyboard and calculator at efficient speed.
