Full Job Description

General Statement of Responsibilities:

Under the direction of the Director of Finance and Business Services the Finance Assistant is responsible for the effective and efficient business operations of the School District, utilizing available resources. This includes: accounting, account reconciliation and reporting, Enterprise Resource Planning (ERP) and data processing, grant reporting, banking, insurance, accounts payable, accounts receivable, purchasing and cafeteria operations. The Finance Assistant will assist the Director of Finance with financial budgeting, financial planning, financial analysis, financial reporting, forecasting, auditing, banking, cafeteria operations, short-term & long-term capital plans, and ad-hoc requests.

Support Responsibilities:

Supports accounts payable in performing and resolving issues related to payments, vendors, billing, collections, accounting, Munis ERP and software.

Supports the payroll team with the implementation and updates of the Paychex and the ERP system.

Provides support and training of ERP software system to schools and various departments.

Budgeting/Grants:

Assists in the development and the administration of the annual budget, while overseeing the daily spending, ERP processing, and corresponding reporting.

Provides guidance and solutions to schools and cost centers, regarding the administration of individual school grants.

Assists with encumbrances, account adjustments, payments and related information and processes.

All grant reporting, including but not limited to drawdowns, expenditure reports, and the preparation of the ED-141 and ED-001 and fiscal agent reports.

Assists the Director of Finance with special revenue accounting, grant accounting, grant reconciliation, billing, ad-hoc requests and providing accurate and timely information to the Board of Education regarding our financial operations.

Purchasing Responsibilities:

Coordinates and supports all centralized purchasing activities of supplies, equipment, and inventory controlled items. This includes vendor list management, vendor contracts (e.g. cafeteria management, telephony/internet, MFP-photocopiers, etc.), bid specifications, purchase order processing and problem resolution.

Reviews purchase orders for accuracy and that the required purchasing procedures have been followed correctly. Ensure that appropriate discounts have been taken, and that the correct ERP account numbers have been used.

Assists the Director of Finance and Business Services in assuring compliance to the City of Shelton Charter with respect to purchasing requirements. As needed, coordinate relevant activities with the City Purchasing department.

Assists in the formulation of bid specifications and vendor contracts.

Cafeteria Operations:

Interfaces with food service management company and their cafeteria director, with regards to collections, billing, payments, operational meetings & corresponding metrics, and ad-hoc requests.

Provides key finance, accounting, and other documentation for the 5-year Request for Proposal (RFP) State of Connecticut process, and the annual contract review cycle.

Ancillary Responsibilities:

Performs backup or other departmental duties in all functional areas as assigned.

Assists in assuring the security and storage of inventory and supplies.

Serves as the Liaison to Valley Regional Adult Education (VRAE).

Liaison for annual School District audit with independent auditors.

Requirements:

Bachelor’s degree in accounting, business administration, business management with a minimum of five years successful experience in accounting is required.

Knowledge of and experience with school business operations, MUNIS municipal ERP software, accounting, finance, banking, reporting, auditing principles and practices.

Knowledge of and experience with federal and state grant writing, administration & reporting.

Knowledge of and experience with Request for Proposal (RFP) specifications, procurement & processing.

Computer literate, must be able to acquire a proficiency in departmental computer applications, including the State Department of Education interfacing applications.

Ability to initiate, administer and direct, with minimal supervision, a wide variety of duties in the areas of finance, accounting, procurement and reporting.

Ability to maintain effective working relationships with all Shelton Public School and City of Shelton stakeholders.

Demonstrated commitment to department “team” concept and the success of the organization.

Terms of Employment:

Twelve month work year, 40 hour work week. Salary range is $90,000 to $100,000 with a comprehensive benefits package.

Probationary Period: Six (6) months

Evaluation: Performance of this position will be evaluated annually by the Director of Finance and Business Services in accordance with the provisions of the Shelton Public Schools’ policy on evaluation of non-certified personnel.

Pay: $90,000.00 - $100,000.00 per year
