Why does the job exist?
The Rural Health Transformation (RHT) Operations Manager will:
Manage day-to-day operational activities associated with the Rural Health Transformation (RHT) Program and coordinate implementation efforts across multiple initiatives, work streams, contractors, sub recipients, and external partners;
Support consistent implementation, operational alignment, and coordination across the State's five RHT initiatives (1. Healthy Horizons 2. Rooted in New Mexico 3. Rural Health Innovation Fund 4. Bridge to Resilience and 5. Rural Health Data Hub) while assisting leadership in managing program operations in accordance with CMS requirements and State priorities.
How does it get done?
The RHT Operations Manager is responsible for:
Supporting operational planning, implementation tracking, cross-functional coordination, and issue escalation activities associated with the RHT governance structure and Program Management Office (PMO) operations;
Coordinating meetings, work plans, timelines, operational documentation, implementation activities, and stakeholder engagement efforts across the RHT Program portfolio;
Monitoring implementation progress, operational risks, dependencies, and coordination needs across initiatives and elevate operational issues to leadership as appropriate;
Supporting development of executive briefings, status reports, presentations, operational materials, and implementation tracking tools;
Coordinating with finance, procurement, reporting, communications, and program implementation staff to support alignment of operational activities with approved scopes of work, CMS requirements, reporting timelines, and State priorities.

Work is performed for the Health Care Authority, the RHT Program Management Office, contractors, subrecipients, providers, state agencies, CMS, and program stakeholders to support coordinated implementation and operational management of the Rural Health Transformation Program.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is primarily performed in an office setting with extensive use of a computer, phone, and virtual meeting platforms, including exposure to Visual/Video Display Terminal (VDT) equipment. Position may require prolonged sitting, coordination of virtual and in-person meetings, review of operational documentation and reports, and occasional in-state travel for stakeholder engagement, trainings, or implementation activities.
