Full Job Description

Summary/Objective:

Dolphin Property Services (Dolphin) is a rapidly expanding and dynamic property management firm focused on multifamily residential properties, dedicated to providing exceptional customer service and building strong communities. As part of our continued growth, we are seeking a Compliance Specialist for an affordable housing portfolio consisting of approximately 532 units, including Rent Stabilized units, tenant-based voucher programs (NYCHA, HPD, CityFHEPS), Mitchell-Lama, and NYCHA Project-Based Section 8.

The Compliance Specialist plays a critical role in ensuring regulatory compliance across the portfolio by managing lease renewals, subsidy coordination, and resident communications. This position requires strong organizational skills, attention to detail, and working knowledge of affordable housing programs. The Compliance Specialist will work between two on-site management offices and report directly to the Compliance Manager.

Essential function/Responsibilities: duties include but are not limited to the following:

· Generate and process rent-stabilized lease renewals, ensuring compliance with current NYC rent guidelines and regulatory requirements.

· Track lease renewal status and deadlines using Excel and/or Yardi to ensure timely execution and prevent expirations.

· Submit completed lease renewal packages and documentation to tenant-based voucher agencies, including but not limited to NYCHA, HPD, CityFHEPS, and other subsidy providers.

· Follow up with external agencies on approvals, corrections, and subsidy processing timelines.

· Accurately post executed lease renewals and associated data in Yardi.

· Prepare and distribute timely notices to residents, including renewal offers, follow-ups, and compliance-related communications.

· Maintain detailed and organized records of all lease renewals, submissions, approvals, and tenant correspondence.

· Assist with the administration and compliance of Mitchell-Lama income affidavits, including review, tracking, and filing to ensure adherence to program requirements.

· Review tenant files to ensure completeness and compliance with applicable programs, including Project-Based Section 8 and rent stabilization regulations.

· Communicate effectively with residents regarding lease terms, required documentation, deadlines, and program requirements.

· Collaborate with property management and compliance teams to ensure all regulatory requirements are met across the portfolio.

· Generate reports related to lease renewals, compliance status, and subsidy tracking as requested by management.

· Monitor and ensure adherence to all federal, state, and local housing regulations and company policies.

· Provide support during audits, inspections, and agency reviews by ensuring files and documentation are accurate and readily available.

· Perform additional duties as assigned to support compliance and property operations.

Requirements:

· Minimum 2-3 years affordable housing related experience, preferred.

· High School diploma OR GED; Some college, preferred.

· Bilingual skills (i.e.: Spanish or ability to use translation device) is a plus.

· Must have extensive knowledge of Section 8/LIHTC and Mitchell-Lama rules and guidelines.

· COS or LIHTC certification preferred.

· Experience in managing multiple tasks efficiently.

· Possess excellent verbal and writing skills.

· Ability to maintain a courteous and professional demeanor at all times.

· Ability to interact effectively with applicants, tenants and with all levels of staff and management.

· Proficiency with Microsoft Office Suite, particularly Word, Excel and Outlook.

· Yardi Voyager software experience preferred.
