Full Job Description

About Rikka and the Opportunity

Rikka Law Group is a strategic law firm and federal contractor specializing in legal staffing, administrative support, and professional services for government clients. We hold a GSA Multiple Award Schedule (MAS) contract under SIN 541110 and are a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB).

We are seeking an experienced Paralegal to provide professional legal support services to a Navy legal office in Portsmouth, Virginia. This role supports a wide range of legal disciplines including administrative law, ethics and standards of conduct, legal assistance, personnel law, and records management, and requires strong independent judgment, legal research skills, and the ability to manage case files under attorney supervision.

Agency: Department of the Navy, Navy Medicine Readiness and Training Command (NMRTC) Portsmouth Legal Office, Naval Medical Center Portsmouth

Location: Naval Medical Center Portsmouth, Portsmouth, VA (on-site)

Openings: 1 position

Compensation: Based on experience. Rikka also offers medical, vision, dental benefits and 401K with employer match.

Schedule: Full-time, Monday–Friday, 7:30 AM–4:30 PM Eastern Time, excluding federal holidays

Term: Base year (30 September 2026 – 29 September 2027) plus four one-year option periods, plus an additional six-month option period

Minimum Qualifications

Education: An Associate's degree in Paralegal Studies or similar degree. A Bachelor's degree and/or a paralegal certificate is highly desired.
Experience: A minimum of three (3) years of experience as a paralegal, with a strong preference for experience in a federal government or military legal office. Experience with administrative law is highly desired.
Skills: Demonstrated proficiency in legal research using LexisNexis, and proficiency with the Microsoft Office suite. Excellent written and oral communication skills are mandatory.
Certification: Must be a certified Notary Public for the Commonwealth of Virginia within 90 days of contract start date
Security Requirements: The highest level of security required for this requirement is SECRET. See the attached DD254 for details.
Clearance: All contractor personnel must be U.S. citizens and shall possess, or be able to obtain and maintain, a SECRET security clearance.
Notary Certification: Must be/become a certified Notary Public for the Commonwealth of Virginia within 90 days of contract start date.

Duties & Responsibilities

Legal Research and Analysis

Conduct comprehensive legal research on Federal and State statutes, regulations, directives, and judicial decisions using government-provided legal databases (e.g., LexisNexis, Pacer, state judiciary).
Analyze and summarize research findings, case law, and medical/factual records to assist attorneys in preparing legal opinions, memoranda, and case strategies.
Investigate facts and gather evidence for cases, administrative and criminal investigations (JAGMAN), and civilian personnel actions.

Case and File Management

Create, organize, and maintain a system of records for all case files, investigations, and legal matters in both physical and electronic formats.
Track all case deadlines, statutes of limitations, and suspense dates for reports, filings, and discovery, ensuring government attorneys are aware of pending actions.
Develop and maintain internal tracking systems and databases for all documents, evidence, and investigations, administrative law matters, and training.

Document Drafting and Preparation

Draft a wide variety of legal and administrative documents for review and final approval by a government attorney, including:
Legal memoranda, reports of investigation, summary transcripts, and advisory opinions.
Pleadings, motions, and discovery requests/responses for litigation.
Correspondence to clients, opposing counsel, and other government agencies.
Responses to Freedom of Information Act (FOIA) and Privacy Act requests.
Weekly case reports.
Monthly reports.
Quarterly reports

Litigation and Administrative Hearing Support

Assist attorneys in preparing for trials, and administrative hearings.
Organize and manage exhibits, trial notebooks, administrative hearing notebooks, and witness files.
Summarize administrative transcripts, witness testimony, and other discovery materials to identify key information.

Administrative and Program Support

Serving as the initial point of contact for clients and visitors, providing knowledgeable assistance, and directing inquiries to appropriate legal staff.
Provide notary services as required.
Assist in the management and organization of the NMRTC Portsmouth Legal Office law library and legal publications.
Draft correspondence.

Important Information for All Applicants

Work Authorization

All candidates must have valid, legal authorization to work in the US. For three years (not necessarily consecutive years) out of the last five years immediately prior to employment with Rikka, the employee must have: (i) resided in the U.S.; (ii) worked for the U.S. in a foreign country as either an employee or contractor in a federal civilian or military capacity; or, (iii) been a dependent of a federal civilian or military employee or contractor working for the U.S. in a foreign country.

Federal Background Investigation

This position requires a SECRET security clearance. Candidates must be U.S. citizens and either currently hold, or be able to obtain and maintain, a SECRET clearance. Successful completion of a federal background investigation and credentialing process is required prior to starting work. The government reserves the right to suspend or withdraw access at any time.

Privacy Act

NDA

Prior to commencing work, all personnel assigned to the contract will be required to sign a Non-Disclosure Agreement.
