POSITION: Program Coordinator – Early Childhood and Extended Day Program

EXPECTED START DATE: 2026-27 School Year

COMPENSATION: Minimum of $91,000, commensurate with experience and credentials

FLSA STATUS: Exempt WORK YEAR: 12 Months

POSITION SUMMARY
The Early Childhood Program Coordinator provides leadership, administration, and oversight for the
district's early childhood programs, including the Great Start Readiness Program (GSRP), tuition-based
preschool programs, and before- and after-school child care services. The Director is responsible for
program development, staff supervision, licensing and regulatory compliance, budgeting, enrollment
management, family engagement, and continuous program improvement. The Program Coordinator works
collaboratively with district leadership, families, community partners, and the Intermediate School District
(ISD) to ensure the delivery of high-quality, developmentally appropriate services that support children and
families.

MINIMUM QUALIFICATIONS:

Master's degree in Early Childhood Education, Educational Leadership, Education

Administration, Child Development, Public Administration, Business Administration, or a related
field; or

Bachelor's degree in a related field with significant progressively responsible leadership

experience in early childhood programming.

Minimum five (5) years of successful experience in early childhood education, child care

services, or related educational programming.

Minimum three (3) years of supervisory and program administration experience.
Demonstrated experience in personnel supervision, budgeting, and program management.
Knowledge of Michigan child care licensing requirements and early childhood regulations.
Ability to meet NAEYC Operational Administrator and Pedagogical Administrator qualifications

Knowledge of quality early childhood literacy instruction and assessment
Knowledge of PBIS and Multi-Tiered Systems of Support (MTSS) to meet the needs of all

learners

PREFERRED QUALIFICATIONS:

Experience administering a GSRP program.
Experience managing tuition-based preschool or child care programs.
Experience in public school administration.
Michigan teaching certificate.
Experience with grant administration and compliance.
Knowledge of Great Start Readiness Program requirements and state-funded preschool

operations.

Knowledge of early childhood special education services
Knowledge of Teachstone Classroom Assessment Scoring System (CLASS)
Experience with enrollment management and program marketing.

KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of child development and early childhood educational practices.
Knowledge of HighScope curriculum and Child Observation Record (COR).
Knowledge of school-age child care programming.
Ability to interpret and apply laws, regulations, contracts, and district policies.
Budget development and fiscal management skills.
Strong analytical and problem-solving abilities.
Ability to build productive relationships with families, staff, and community stakeholders.
Effective written and verbal communication skills.
Ability to lead multiple programs and initiatives simultaneously.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Leadership and Administration

Provide strategic leadership for all district early childhood and school-age child care programs in

collaboration with the Assistant Program Coordinator.

Develop, implement, and evaluate program goals aligned with the district's mission and strategic

plan.

Ensure high-quality learning environments and programming across all early childhood sites.
Monitor program effectiveness and implement continuous improvement initiatives.
Serve as the district liaison with the ISD, MiLEAP, licensing authorities, and community

agencies.

Compliance and Regulatory Oversight

Ensure compliance with all state and federal regulations governing early childhood and child

care programs.

Maintain compliance with Michigan child care licensing requirements and GSRP implementation

requirements.

Coordinate licensing inspections, monitoring visits, audits, and corrective action plans.
Maintain required reports, records, and documentation for all programs.

GSRP Administration

Oversee implementation of all GSRP requirements and grant expectations.

Monitor enrollment, eligibility verification, attendance, curriculum implementation, assessment

practices, and family engagement activities.

Collaborate with ISD Early Childhood Specialists and district staff to maintain program quality.
Ensure compliance with all grant reporting and accountability requirements.

Enrollment and Family Services

Develop and oversee annual enrollment and marketing plans.
Coordinate registration, enrollment, and waitlist management.
Promote equitable access to early childhood programming.
Build strong partnerships with families and community organizations.
Address parent concerns and facilitate conflict resolution when needed.

Personnel Management

Recruit, hire, train, supervise, and evaluate program staff.
Develop staffing plans to meet enrollment and program needs.
Facilitate professional learning opportunities and staff development.
Foster a culture of collaboration, accountability, and continuous improvement.

Fiscal Management

Develop and manage annual program budgets.
Monitor revenues, expenditures, tuition collection, and grant funding.
Recommend tuition rates and fee structures.
Pursue grant opportunities and alternative funding sources when appropriate.
Ensure fiscal compliance and responsible stewardship of district resources.

Curriculum and Program Quality

Support implementation of developmentally appropriate instructional practices.
Stay informed regarding best practices in early childhood education and school-age care.
Utilize program and student data to support quality improvement efforts.
Provide on-going training and coaching support in collaboration with the Early Childhood

Specialist.

Promote safe, inclusive, and engaging learning environments.

Community Relations

Represent the district at professional meetings, community events, and regional early childhood

initiatives.

Develop partnerships with community organizations that support children and families.
Promote awareness of district early childhood services throughout the community.
