Full Job Description

SUMMARY: Maravilla Foundation is a 501(c)(3) non-profit, community-based organization located in the city of Commerce. We provide services to Ventura & Los Angeles Counties residents living in assigned regions, including the City of Los Angeles, East LA, parts of the San Gabriel and San Fernando Valley, and Antelope Valley. Our goal is to help eligible low income customers to provide Utility Assistance payment credits and weatherizing their homes, making them more energy efficient, repairing and replacing appliances, paying down utility bill arrearages and in general, creating a safe and comfortable living environment for families in need.

The selected candidate will work closely with executive management and Program Managers to ensure various programs are in compliance with contract requirements, regulated by the Federal, State and other government entities. The ideal candidate will update and create Policy and Procedures for the agency’s grants as required by the funders; research and procure for purchase/lease of vehicles, equipment, assets, building maintenance and other office requirements. This person will also be responsible to research and write proposals for government and private grants.

QUALIFICATIONS & EXPERIENCES:

· BA/BS degree required in related field; Master degree is a plus;

· 4-5 years of experienced in government contracts and grants;

· Experienced grant writing skills, research & development for government and/or private entities;

· Ability to write and translate technical (construction/home energy efficient language) for non-technical audiences;

· Experience working with low income community based organizations; government contracted agencies; social services types of programs

· Familiarity with and comfort working in the culturally diverse Los Angeles County communities we serve, working with various positions from line office staff, field crew, supervisors and management team

· Knowledge of means-tested welfare programs, particularly Energy-Efficient programs such as LIHEAP, DOE, other government grants and/or Investor-Owned Utility contracts, is required; may be substituted with experience in supervising/managing other government funded program(s)

· Experience ensuring program compliance and training staff on changes to contract requirements

· Excellent with MS Office, Adobe, a plus with Constant Contact and Canva (or similar) to create marketing/outreach materials; internet savvy, with experience using digital tools to market to our targeted population

· Ability to create and manage social media and digital ads to increase program exposure

· Familiarity leveraging digital analytics (website, Google, social media) to drive conversions and increase program participation

· Experience building and maintaining community and government partnerships, as well as events management to represent agency in a professional manner at all times

· Excellent oral, written and group communication skills and research savvy

· Ability to learn new concepts, complete eligibility applications and understand contract requirements from federal/state/local level

· Able to interface successfully with the management/supervisor team, customers, staff, independent consultants, crew, local building officials/inspectors and the public

· Must be detailed oriented, accurate and efficient

· Bilingual in Spanish is a major plus; also other languages from our service area (Russian, Armenian, Chinese)

POSITION RESPONSIBILITIES & DUTIES:

The applicant must be able to:

· Be up to date on the changes in federal and state level policies, ensuring funders’ contract requirements and program notices are reviewed and shared with Executive and Management/Supervisorial team; provide training on the changes to staff as needed;

· Create, facilitate and provide trainings to all department staff based on program need and/or staff development;

· Regularly review existing programs and administrative policies and procedures (P&P) to ensure new regulations are updated and create new P&P as required by the funders and management team;

· Complete file reviews to ensure eligibility, technical and reporting requirements are in compliance as required by the guidelines on a monthly/quarterly/as needed basis;

· Review appeals/complaints and respond to customers; provide reporting to Supervisors/management team and respond to the funders;

· Research and process documents as required by funders for agency procurement for general office management/maintenance, vehicles, equipment, furniture and other supplies as required to operate the various programs;

· Work with Field and Program management team to procure outreach independent consultants, subcontractors for services and vendors for materials/supplies needed; creating Request for Proposal/Quotes and/or pricings for relevant program activities;

· Create and update Independent Consultant/Subcontractors/Vendors/etc. agreements and contracts as required by funders and agency P&P; Obtain required signatures for execution of agreements/contracts;

· Track all company assets and work with Fiscal department for verification and provide info to funders as required during audits and monitoring visits;

· Attend webinars/presentations from funding source, associations and other government entities for updated contract information, program changes and trainings provided;

· Research and work with Outreach team to connect with government officials, such as LA Supervisors and Congressional/District Representatives members or their Chief of Staff;

· Work with the admin team to regularly post on the agency’s social media outlets to increase engagement on our platforms;

· Meet with Division Manager and Executive Management to provide regular reports on various projects in progress;

· Review existing forms, flow charts, etc. and create new as needed/required by funder;

· Ensure compliance with contractual record retention requirements as needed to be prepared for monitoring visits and/or audits;

· Search for new funding opportunities to include Federal, State, County, city/municipal and private foundation sources

· Expand the donor base with Request for Proposal/Quote submittal process

· Other duties as required by Division Manager and the Executive Management team.
