Full Job Description

Job Title: Head Start Disability & Mental Health Specialist
Location: Portage, WI (In-Person)
Job Type: Full-Time, (40 hours/week), Monday-Friday, 8:00 a.m. to 4:30 p.m.
Salary: $52,500 - $57,964 per year (based on education and/or experience)

The Head Start Disabilities and Mental Health Specialist plays a central role in supporting children with disabilities and mental health needs within Head Start programs. The Specialist will oversee and coordinate services for children with disabilities and mental health needs to ensure that all children have access to high-quality early childhood education and that services are coordinated across the program, including classrooms, family services, and community partnerships. The Specialist ensures all programming is in compliance with federal and state standards and ensures all children and families are supported to reach their highest potential.

Core Responsibilities:

Program Coordination: Collaborates with teaching staff, inclusion specialists, and mental health consultants to implement individualized support plans.
Compliance and Standards: Ensures services meet Head Start Program Performance Standards, IDEA, Section 504, and ADA requirements.
Staff Support and Training: Provides guidance, training, and technical assistance to Teachers, Parent Educators, and support staff on strategies for supporting children with disabilities and mental health needs.
Family Engagement: Works with families to facilitate access to community mental health services and supports family partnership goals.
Behavioral and Social-Emotional Support: Leads initiatives like Conscious Discipline, monitors classroom implementation, and models intervention strategies for teaching teams and home visiting staff.
Pregnant Mothers: Works as part of an interdisciplinary team to ensure supportive services are provided throughout and after pregnancy towards the goal of healthy births.
Collaboration with Other Agencies: Maintains and updates MOUs with School Districts, Early Intervention Agencies, and Mental Health Agencies to ensure effective delivery of services to families and children with disabilities and mental health needs. Serves as a member of the Health and Mental Health Services Advisory Committee to analyze data, identify trends, and recommend improvements for services to children and families.
Data and Reports: Enters and analyzes data using the ChildPlus data base program and prepares reports as needed. Completes the Program Information Report for data related to children with disabilities and mental health needs.

Skills:

Strong communication, leadership, and organizational skills.
Ability to work collaboratively with staff, families, and community partners.
Knowledge of developmentally appropriate practices and adult learning strategies.

Qualifications:

Required:

Bachelor’s Degree in Early Childhood Special Education, Human Development, or a closely related field.
Strong understanding of the IEP/IFSP process, developmental delays, accommodations for children with disabilities, and child mental health.
Skilled in data collection and entry, analyzing trends, and using data to guide decision-making.
Effective communicator who can establish respectful, collaborative relationships with families, colleagues, and community professionals.
Maintain confidentiality and ethical standards at all times.

Preferred:

Experience working with children from infancy to pre school age.
Experience in early childhood education.
Experience working with children with developmental disabilities.
Knowledge of mental health practices is preferred.
