Job Overview
As a Resident Engineer, you will play a crucial role in overseeing and managing various engineering projects. You will be responsible for ensuring that projects are completed efficiently and meet all technical requirements.
This position is in charge of on-site field inspections and project management work activities. He/she will review construction works, and compile composite reports as required by management or other government agencies. Inspect construction methods and materials for contract compliance. Review plans and supporting data for engineering projects submitted by consulting engineers and/or private developers. Administer construction contracts including evaluating work/change orders, contract compliance, and reviewing final certificates, maintenance and operation manuals submitted by contactor and other if necessary.
Your Duties in the position will be the followings:
- Be present at the Project site at any time the General Contractor or his subcontractors are performing work on a scheduled basis. This will include work performed on weekends.
- Supervise construction inspection activities for all disciplines.
- Lead and assign tasks to the construction team including the Engineers in Training (Resident Engineer, field superintendents, quality assurance, safety personnel, supervisors, subcontractors, manufacturers, suppliers and others.
- Inspect and assess construction activities for compliance with applicable laws and building code requirements, practicing under the supervision of a licensed professional engineer, as required.
- Maintain an archive of the Project’s correspondence, drawings, samples and other documentation in an accessible and organized matter, in both electronic and physical format.
- Conduct and document pre-construction and progress meetings.
- Attend Weekly pre-construction meetings and weekly construction inspection meetings.
- Prepare Daily site Inspection Reports.
- Track construction progress and proactively recommend solutions to avoid project delays.
- Track and monitor all submittals related to construction (Directly review with Value Engineering documents to verify and approve contractor invoice-related submittals).
- Produce detailed daily and monthly reports covering work in progress, observations, safety, equipment and men on site, deficiencies notices, non-compliance work, tests performed, weather and other relevant issues.
- Lead weekly project meeting and record comprehensive minutes.
- Process and keep track of submittals and Requests for Information (RFIs) and all project correspondence.
- Review contractor’s proposed change orders to evaluate merit and recommend approval or rejection with reasonable documentation.
- Review progress payments requests to determine accurate progress claims and document recommendation for payment.
- Coordinate communications to mitigate events that can impact project timeline.
- Act as the Company “eyes” during each site visit.
- Conduct inspection services at all phases of the Construction Project, producing the corresponding punch list of deficiencies to track and enforce the General Contractor’s quality of work, and verify adherence to Subrecipient Agreement, construction documents, the contract, technical specifications, construction drawings, and all other required documentation.
- Coordinate and attend inspections with the applicable governmental agency(ies), as necessary, to obtain partial and final endorsements.
- Notify the Project Director and Subrecipient of actual or proposed deviations to specifications and drawings so changes can be evaluated by the project Designer.
- Create final punch lists for project completion.
- Immediately notify the designated Key staff or authorized representative if any safety violations are observed.
- Monitor fall protection devices and best safety practices.
- Perform surveying and inspect contractors’ and subcontractors’ work.
- Assist in the project Closeout process.
- Other duties as required but not listed in this Scope of Service that will serve for inspection of contractor construction activities, and as determined by the Project Director, Project Manager or Program Director.

Preferred Competencies and Qualifications (technical, academic, experience, values, behaviors):
- Bachelor’s degree in Engineering.
- Excellent / fluent verbal and written communication language skills in Spanish and English.
- Two (2) years of previous experience as Lead/Chief Inspector in comparable programs.
- Over five (5) years of experience in Engineering and/or Inspection Services.
- Must have at least three (3) years of experience with knowledge and demonstrated advancement in sustainable building design and/or construction.
- Leadership, Time Management and Accountability.
- Availability to start working immediately on several projects around the Island.
- Own vehicle or transportation is required.
- High level of proficiency in Microsoft Office product suite (e.g., Word, Excel, Project, PowerPoint).

Pay: $41,330.67 - $55,000.00 per year
