Under the guidance of the Chief Pharmacy Officer, this position is responsible for the Enterprise level coordination of drug policy and pharmacy and therapeutics functions across all hospital and clinic entities. This position will work in cooperation with the site Directors of Pharmacy, Enterprise P&T, Local P&Ts, Informatics, Drug Policy staff and Pharmacy Purchasing staff to ensure appropriate alignment of medication use policy and formulary decisions across all WVU Medicine sites. This position will coordinate with pharmacy leaders and practitioners to develop appropriate education to ensure cost-effective utilization of medications across the Enterprise. Ongoing monitoring of medication utilization with benchmarking, both internal and external, will be provided by the Enterprise Director and Medication Use team.

MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Must possess a current license as required by the state board where services will be provided or be license eligible. Licensure must be completed within 100 days of hire.
WV: Pharmacist license through the West Virginia State Board of Pharmacy
PA: Pharmacist license through the Pennsylvania State Board of Pharmacy
MD: Pharmacist license through the Maryland Board of Pharmacy
OH: Pharmacist license through the Ohio Board of Pharmacy

NOTE:

* While waiting on licensure, employee may not practice pharmacy under West Virginia law and may not be allowed within the licensed pharmacy area without direct and guided supervision of a licensed pharmacist

* Employee may not function as a Pharmacist-in-Charge or perform any function of a practicing pharmacist.

* Incumbents will refrain from engaging in any responsibilities that necessitate a pharmacist's license until they have obtained full licensure.

EXPERIENCE :
1. Seven (7) years of experience in health system pharmacy, clinical programs, and leading pharmacy and therapeutics programs. At least Four (4) years of experience must be in pharmacy management.

PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Board Certification in a pharmacy specialty.
2. Doctor of Pharmacy (Pharm.D.) from an accredited school of pharmacy.
3. Master of Business Administration, Master of Health Administration, Master of Science in Health-System Pharmacy Administration, or Master in Public Health.
4. Completion of residency through the American Society of Health-System Pharmacists (ASHP).

EXPERIENCE:
1. Experience in Integrated Delivery Network.
2. Experience with Clinical program development and data analytics. "

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Leads and facilitates Enterprise Pharmacy and Therapeutics (eP&T) committee activities for WVU Medicine in collaboration with the Chair of eP&T and voting member of the committee.

2. Leads and coordinates with eP&T subcommittees (formulary, oncology, peri-operative, infectious disease, etc.) and the subcommittee chairs efforts with drug policy, drug evaluation, and drug utilization.

3. Leads formulary alignment structure, including maintenance and other activities to assure a single formulary is maintained and communicated.

4. Conducts on-going monitoring of medication utilization to ensure cost-effective medication use when compared to both internal and external benchmarks.

5. Works with Directors of Pharmacy, prescribers and clinical practice leaders across the Enterprise to assure effective communication with practicing pharmacists is achieved relative to formulary and medication utilization.

6. Works with Informatics and HER team to assure that WVU clinical information system is coordinated with order sets and decision support tools with reflect current formulary and new eP&T decisions.

7. Works with Enterprise Director for Procurement and site buyers to ensure that procurement is consistent with and supports the WVU Enterprise formulary and that purchasing operations and workflows closely follow drug policy structure.

8. Develops, coordinates and implements medication-use cost containment targets and measures consistent with drug policy strategic plan, and monitors and reports on effectiveness of cost containment programs. Utilizes benchmarking tools to identify utilization reduction strategies for targeted service lines and/or high cost medication.

9. Actively monitors new drug development and anticipates financial impact for department and hospital budgeting on both an annual basis, and through ongoing drug expense forecasting.

10. Leads health-system efforts as it relates to the management of new and existing REMS. Develops and monitors corporate strategy for the management of REMS.

11. Drug Use Evaluations: Works with staff to improve the use of medications, DUEs and Drug Class Review Audits: perform annual class review audits to ensure proper formulary selection

12. Coordinates with site Directors of Pharmacy and staff efforts around medication safety.

13. Works with site leadership and clinical staff to develop clinical education to ensure the safe and effective use of medications across the Enterprise.

14. Coordinates with site clinical staff on the development of clinical protocols to standardize the use of medications across the Enterprise.

15. Contributes to the development and maintenance of clinically relevant tools to support clinical programs.

16. In partnership with the Enterprise Pharmacy team, assures the development of policies and procedures for all key clinical pharmacy service functions including business development, operations, clinical services, pharmacy data analytics and pharmacy procurement.

1. Ability to gain credibility quickly, in order to influence and partner with the medical staff, business leaders and care givers.

3. Strong written and verbal communication skills.

4. Strong presentation skills.

5. Extensive clinical knowledge of medical and pharmacy practice issues and demonstrated proficiency in the evaluation of clinical evidence and development of evidence-based drug monographs, therapeutic class reviews, medication and disease management guidelines.

6. Proficient in literature evaluation skills, including evidenced based medicine principals.

Additional Job Description:

This position is primarily remote, but will require some travel to Morgantown when needed.
