Experienced Affordable Property Manager – Project-Based LIHTC

Position Summary

The Experienced Affordable Property Manager is responsible for the overall daily operations, financial performance, compliance, resident relations, leasing, and team leadership of an affordable housing community with Project-Based Low-Income Housing Tax Credit (LIHTC) requirements. This role requires a confident, detail-oriented property management professional with demonstrated experience managing layered affordable housing programs, maintaining audit-ready files, supporting strong occupancy, and delivering a high level of service to residents, applicants, owners, and regulatory partners.

Essential Responsibilities

· Oversee all day-to-day property operations, including leasing, occupancy, resident relations, rent collection, maintenance coordination, inspections, reporting, and administrative functions.

· Ensure full compliance with Project-Based LIHTC requirements, applicable affordable housing program rules, Fair Housing standards, company policies, owner requirements, and federal, state, and local regulations.

· Manage applicant screening, income qualification, initial certifications, annual recertifications, interim changes, lease renewals, and resident file maintenance with a focus on accuracy, timeliness, and audit readiness.

· Monitor occupancy, vacancy trends, waiting lists, move-ins, move-outs, unit turns, and leasing activity to support property performance goals.

· Prepare, review, and maintain accurate resident files, compliance documentation, rent calculations, income and asset verifications, notices, and reporting required for LIHTC and other applicable funding programs.

· Partner with compliance teams, regional leadership, asset management, accounting, and maintenance staff to resolve operational and compliance matters promptly and professionally.

· Lead, coach, and hold accountable on-site team members while promoting a professional, resident-focused, and compliance-driven work environment.

· Coordinate maintenance priorities, preventive maintenance, inspections, work orders, safety concerns, and unit readiness to ensure the community is well-maintained and compliant with applicable standards.

· Address resident concerns, lease violations, delinquency, reasonable accommodation requests, and other sensitive matters with professionalism, consistency, confidentiality, and appropriate documentation.

· Support financial performance by monitoring rent collections, delinquency, budget adherence, expenses, vendor activity, purchasing, and property reporting.

· Prepare for and participate in audits, Management and Occupancy Reviews, investor reviews, state agency reviews, file audits, inspections, and other compliance-related reviews.

· Maintain positive working relationships with residents, applicants, vendors, regulatory agencies, community partners, ownership representatives, and internal departments.

Required Qualifications

· Minimum of 3–5 years of property management experience, with direct experience managing affordable housing communities.

· Hands-on experience with Project-Based LIHTC compliance, including income certifications, recertifications, file documentation, rent limits, income limits, student rules, utility allowances, and audit preparation.

· Strong working knowledge of Fair Housing, reasonable accommodations, lease enforcement, resident file requirements, and affordable housing program compliance.

· Experience supervising, training, or leading on-site property management and maintenance teams.

· Ability to read, interpret, and apply regulatory guidance, owner requirements, policies, procedures, leases, and compliance documentation.

· Strong organizational skills with the ability to manage competing priorities, deadlines, resident needs, compliance requirements, and operational demands.

· Professional written and verbal communication skills, including the ability to communicate clearly with residents, applicants, team members, vendors, agencies, and leadership.

· Proficiency with property management software, Microsoft Office applications, electronic file systems, and reporting tools.

Preferred Qualifications

· LIHTC, Certified Occupancy Specialist, Fair Housing, or related affordable housing certification preferred.

· Experience with layered affordable housing programs, including Project-Based Section 8, HOME, bond, state housing finance agency, or other subsidy programs.

· Experience preparing for audits, inspections, Management and Occupancy Reviews, investor reviews, and agency monitoring visits.

· Familiarity with property management platforms such as RealPage, OneSite, Yardi, MRI, Bostonpost, or similar systems.
