Job Description and Duties

Under the direction of the Chief of Enforcement (CEA), the incumbent independently and through subordinate staff, is responsible for planning, organizing, and directing the operations of the Complaint Investigation Office (CIO) through a Supervising Investigator I, the Central Complaint Unit (CCU) through a Supervisor II, and the Complainant Liaison Unit (CLU) through a Supervisor I. The incumbent attends meetings, providing enforcement -related information on board-wide policy issues, and strategic planning. The incumbent is responsible for policy development, implementation, and evaluation of the CIO, CCU and CLU. Provides general support to the Chief of Enforcement. The Deputy Chief of Enforcement serves as principal advisor to the Chief of Enforcement, providing alternatives and recommendations regarding program operations as required by the Legislature; Business, Consumer Services, and Housing Agency or Department of Consumer Affairs (DCA) directives.

The Department of Consumer Affairs (DCA) protects and serves California consumers while ensuring a competent and fair marketplace. DCA educates consumers and protects professionals from unfair competition by unlicensed practitioners.

DCA is a unique and dynamic department consisting of 36 different boards, bureaus, a commission, and a program that license and regulate more than 3.4 million licensees in more than 280 license types including certificates, registrations, and permits. This position is with the Enforcement Division of the Medical Board of California. Consumer protection is at the forefront of the decisions we make day to day and year to year. Together, we protect health care consumers through the proper licensing and regulation of physicians and surgeons and certain allied health care professionals and through the vigorous, objective enforcement of the Medical Practice Act, and promote access to quality medical care through the Board's licensing, policy, and regulatory functions.

In this position you'll work with appointed board members, executives, managers, the Attorney General's Office, District Attorney's Offices, the Office of Administrative Hearings, local, state, and federal law enforcement agencies, and consumers to enforce the statutes and regulations that protect the public. Special Requirements

Conflict of Interest: This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

Criminal Offender Record Information: Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA's (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program materials at all times.
