The Community Development Agency (CDA) has a long history of innovation and leadership. CDA is a multifunctional agency shaping many aspects of environment and communities, organized into five mission-oriented divisions: Planning, Building and Safety, Environmental Health Services, Housing and Federal Grants, and Sustainability. CDA’s mission is to promote, protect, and advance healthy, safe, and equitable communities.

ABOUT THE POSITION

Flex recruitment:

There is currently one (1) full-time, regular hire Community Development Technician I/II (CDT I/II) vacancy in the Community Development Agency (CDA) Environmental Health Services (EHS) Division. Candidates will be considered for the level for which they meet minimum qualifications.

With emphasis on customer service, the CDT I/II in EHS performs a variety of specialized technical work to support the intake and review of operating permits for numerous programs within the Division, including food, housing, pools, medical waste, body art, septic systems, and wells. Duties include verifying completeness and accuracy of applications, tracking the progress of applications sent to other divisions and County departments, conducting permit history research, and routing Public Records requests. Additionally, the CDT I/II answers phone calls, responds to emails from the public, educates applicants about the permit process, explains general to moderately complex permitting policies and procedures, generates and mails monthly invoicing for all programs in EHS, determines and collects fees, collects on past due accounts, posts payments, balances deposits for submission to CDA Administration, prepares reports for the Department of Finance for annual tax collection billing, reconciles monthly credit card purchases, and orders and maintains office supplies for all staff. The CDT I/II is required to work on-site.

ABOUT YOU

Our highly qualified candidate has:

Knowledge of: County agencies and departments to be able to direct inquiries to the correct department, and practice of basic accounting principles, various operating permits within EHS, intermediate mathematical skills, County of Marin permit application procedures.

Skill in: Intermediate to advanced computer skills working with Microsoft Office Suite and utilized software applications related to the position as part of their daily duties.

Ability to: Provide public agency customer service experience, be a self-starter with initiative to assess and support customer requests, problem solve and handle challenging customer service situations, rapidly master and accurately apply program-specific policies toward intake of permit applications and ensure document completeness, manage front counter walk-in customer service with high volume phone inquiries.

The ideal candidate has: Exceptional customer service and people skills, and can effectively communicate and explain program requirements and concepts to a diverse population, public counter experience assisting customers with processing permits and/or coordinating plan reviews, familiarity with or worked with public agency permitting software. Bilingual in Spanish is a plus.

QUALIFICATIONS

Knowledge of:

Applicable codes, regulations, procedures and requirements.
Zoning regulations.
Basic construction practices and materials.
General permit application procedures.
Permit fee structures and basic mathematical skills.
Procedures and business systems for cash receipts processing.

Ability to:

Interpret, explain, and apply relevant departmental and County codes and regulations, policies, and procedures.
Communicate effectively with the public and other staff.
Assist the public in the completion of permit applications.
Identify relevant application fees.
Interpret basic elements of architectural and landscape plans and documentation.
Utilize computer software applications to carry out assigned duties.
Establish effective working relationships with co-workers, other employees, engineers, architects, builders, and the public.

Community Development Technician II (in addition to the above)

Interpret basic elements of architectural and landscape plans and documentation.

MINIMUM QUALIFICATIONS
Any combination of education, training, and experience that would provide the required knowledge and abilities. A typical way to qualify is:

Community Development Technician I:
One year of clerical or customer service experience in a planning, building, or environmental health related field; OR substantial coursework in planning, building, environmental health, real estate, architecture, landscape architecture, civil engineering, or the social or environmental sciences.

Community Development Technician II:
One year of experience as a Community Development Technician I or equivalent classification that provides technical information to the public and processes applications and related documents related to planning, building, environmental health, real estate, architecture, landscape architecture, civil engineering, or the social or environmental sciences; OR one year of experience dealing with development application and permit processes for a private agency. Education in planning, building, environmental health, real estate, architecture, landscape architecture, civil engineering, the social or environmental sciences, or a closely related field may substitute for up to six months of the required experience.
