Summary

The Assistant Business Manager oversees the financial operations and non-instructional administrative functions of Los Alamos Public Schools. This role is responsible for long-range fiscal planning, budget development, financial reporting, internal auditing and supervising core operational departments to ensure compliance, transparency, operational efficiency and integrity of financial systems across the district.

Knowledge, Skills, and Abilities Required

The ideal candidate possesses a strong foundation in finance, accounting, budgeting, and cost control, alongside a firm understanding of cash management and school finance. Skilled in analyzing financial data, preparing detailed projections, and maintaining precise recordkeeping systems, they bring both technical rigor and operational oversight. Additionally, they demonstrate exceptional interpersonal and communication skills, enabling them to collaborate effectively across a diverse community and contribute positively to a cooperative work environment.

Essential Duties & Responsibilities

Financial Management & Fiscal Planning

Budgeting: Coordinates the preparation, administration, and execution of the annual district budget; monitors expenditure and revenue trends to maintain strong fiscal controls.
Accounting & Reporting: Oversees accounting operations (accounts payable, student funds, federal grants, and investments); prepares financial statements and statistical reports for the Superintendent, School Board, and state/federal agencies.
Auditing & Compliance: Co-manages external audits; implements auditor recommendations and ensures compliance with federal, state (NM PED), and local laws.
Internal Audit & Risk Oversight: Develops and maintains rigorous internal auditing protocols to verify procedural adherence, protect educational assets, and optimize the integrity of financial systems.
Capital & Bond Management: Administers capital improvement funds, assists with bond elections, and manages bond trust funds.
Bond Administration: Prepare documentation for bond sales, bond resolutions, and Moody’s preparation.
Impact Aid & Grants: Assist in the preparation and submission of annual Impact Aid documents. Help with Requests for Reimbursement (RFRs) and items in OBMS.
General Ledger & Financial Review: Review trial balances no less than monthly. Monitor items within Tyler ERP system to ensure account codes, funds used, and HR-related changes are correct.

Operational Leadership

Department Oversight: Directs non-instructional services, including purchasing
Data-Driven Financial Forecasting: Conducts short and long-term fiscal projections and analyzes state funding trends.
Contract Management: Works in conjunction with the Assistant Superintendent regarding County contracts and reimbursements.

Personnel & Administrative Management

Supervision: Recruits, trains, evaluates, and supervises Business Office personnel and key department leaders (Comptroller, Procurement, Purchasing Manager, Payroll Supervisor, etc.).
Empowers: School site leaders, regardless of their financial background/knowledge to manage site budgets and follow administrative procedures with confidence.
Translates: Complex financial and accounting procedures into clear, accessible training for school principals and site administrators.
Policy Guidance: Stays current on changing laws and professional best practices (e.g., NMASBO); advises the Superintendent and Assistant Superintendent of operations and Finance.

Preferred Qualifications

Education: Bachelor’s degree in Accounting, Business Administration, or a related field required.
Experience: Minimum of 5 years of progressive experience in public school finance or fund accounting.
Licensure: Ability to acquire a New Mexico School Business Official License from the NM Public Education Department (PED).

Working Conditions: Standard office environment with periodic attendance required at Board meetings and district events.
