Full Job Description

Be a part of our Mission! The Alpha Resource Center of Santa Barbara County empowers individuals with intellectual and developmental disabilities (IDD) to thrive and make meaningful impact. Through supportive services, community engagement, and enriching programs, we help families, build opportunities, and cultivate a welcoming sense of belonging.

We're looking for an experienced, people-centered Director of Human Resources to join our leadership team. As our HR Director, you'll serve as a trusted advisor to executive leadership, managers, and our Board of Directors while leading all aspects of Human Resources. You'll build strategies that attract exceptional talent, develop leaders, strengthen employee engagement, ensure compliance, and create an environment where employees can do their best work in service of our mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Report directly to the Executive Director and serve as the organization's senior Human Resources leader.
Provide strategic guidance on personnel matters, organizational development, and workforce planning.
Develop, implement, and continuously improve Human Resources policies, programs, and best practices.
Foster a safe, healthy, inclusive, and positive workplace culture.
Serve as an active member of the Executive Management Team, contributing to organizational planning and decision-making.
Partner with the Board of Directors and Compensation and Staffing Committee on HR strategy, executive compensation, workforce planning, and organizational initiatives.

RECRUITMENT & TALENT ACQUISITION

Develop and execute recruitment strategies that attract and retain high-quality, mission-driven employees.
Partner with department leaders to ensure staffing levels support operational needs and organizational goals.
Ensure all recruitment, hiring, and onboarding practices comply with applicable employment laws and organizational policies.
Oversee the full-cycle hiring process, including recruitment, interviews, selection, background clearances, offers, and new hire communications.
Ensure a positive and welcoming onboarding experience for all new employees, including:
Background clearances and employment eligibility requirements
Benefits enrollment
New employee orientation and required training
Employee handbook review and policy acknowledgements
Job descriptions and wage disclosures
Safety and injury prevention training
Retirement plan enrollment, as applicable

EMPLOYEE RELATIONS & HUMAN RESOURCES OPERATIONS

Serve as the primary resource for managers on employee relations, performance management, coaching, investigations, and disciplinary matters.
Ensure compliance with all federal, state, and local employment laws and regulations.
Oversee leave administration, including medical, family, pregnancy disability, workers' compensation, and other protected leaves.
Administer employee benefits programs and serve as the primary liaison with benefit providers.
Oversee compensation administration and recommend wage and benefit strategies that support recruitment, retention, and internal equity.
Maintain accurate employee records, HRIS data, personnel files, and required employment documentation.
Oversee administration of the organization's retirement plan, including required reporting and employee communications.
Ensure compliance with payroll, timekeeping, and attendance policies.
Oversee performance evaluation processes and employee development initiatives.
Ensure promotions, compensation adjustments, and employment actions align with organizational policies and budget.
Manage employee separations, ensuring legal compliance and a respectful offboarding experience.
Analyze HR metrics, including turnover, vacancies, leave trends, and employee engagement, to identify opportunities for improvement.

SAFETY & RISK MANAGEMENT

Lead the organization's workplace safety initiatives and promote a culture of safety across all locations.
Ensure timely reporting and management of workplace injuries, workers' compensation claims, and return-to-work programs.
Ensure required safety training is completed and organizational safety policies are consistently followed.

LEADERSHIP & ORGANIZATIONAL DEVELOPMENT

Collaborate with the Executive Director, Finance Director, and leadership team on organizational planning and workforce initiatives.
Assist in developing and managing the Human Resources budget.
Recommend, develop, and implement personnel policies and procedures that support organizational effectiveness.
Keep leadership informed of changes in employment laws, regulatory requirements, and HR best practices.
Identify workforce trends and recommend proactive solutions related to recruitment, retention, engagement, succession planning, and organizational development.
Develop and deliver training for managers and supervisors to strengthen leadership effectiveness and employee engagement.
Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Directly supervises the Human Resources Assistant and provides leadership, coaching, performance management, and professional development.

HOURS OF WORK

This is a full-time, exempt position. Work hours are generally Monday through Friday; however, flexibility is required to meet the needs of the organization. Regular attendance, punctuality, and dependable work performance are essential. Occasional evening meetings or special events, including Board meetings, may be required.

QUALIFICATIONS

Authorized to work in the United States.
Valid California driver's license, reliable transportation, and proof of automobile insurance.
Demonstrated knowledge of California employment laws and Human Resources best practices.
Proven ability to build trusted relationships and effectively coach leaders on employee relations and organizational issues.
Strong verbal, written, and interpersonal communication skills.
Excellent organizational, analytical, and problem-solving abilities.
Demonstrated ability to manage multiple priorities while maintaining attention to detail.
Ability to maintain strict confidentiality and exercise sound judgment.
Proficiency with HRIS, Microsoft Office, and standard business software.
Ability to work independently while collaborating effectively with employees at all levels of the organization.
Commitment to creating an inclusive workplace and the ability to build rapport with individuals from diverse cultural, educational, and ability backgrounds.

Pay: $105,000.00 - $135,000.00 per year
