Full Job Description

Medical Records Director – Expert Level

Join the team at Clarks Summit State Hospital and lead the department responsible for protecting the accuracy, confidentiality, and accessibility of critical patient information. We are seeking an expert-level Medical Records Director to oversee health-information operations, support regulatory compliance, and guide the continued development of the hospital’s electronic medical records system.

Location: Clarks Summit State Hospital, 1451 Hillside Drive, Clarks Summit, PA 18411
Department: Pennsylvania Department of Human Services (DHS) – OMHSAS
Schedule: Monday–Friday, 8:00 a.m.–4:00 p.m.
Lunch: 30-minute unpaid lunch
Hours: 37.5 hours per week
Work Setting: On-site

Compensation Options

Tier 1 — Benefits-Eligible W-2: $56 per hour
Tier 2 — Non-Benefits-Eligible W-2: $60 per hour
1099 Independent Contractor: $63 per hour

Important 1099 Notice: Independent contractors are self-employed and are not eligible for employee benefits, paid time off, unemployment insurance, workers’ compensation coverage, or employer-paid payroll taxes. Independent contractors are responsible for their own taxes, insurance, and other applicable obligations.

Expert-Level Opportunity

The successful candidate is recognized as an expert in health-information and medical-records management. This individual can work independently, guide staff, troubleshoot complex issues, and answer questions related to medical records, confidentiality, regulatory compliance, and electronic health-information systems.

Position Overview

Clarks Summit State Hospital provides inpatient psychiatric services to adults. The Medical Records Director is an essential member of the hospital’s operations team and is responsible for planning, supervising, directing, and administering the Medical Records Department.

Department functions include record assembly, analysis, coding, transcription, filing, correspondence, reporting, and protection of confidential patient information. This position operates under the direction of the Quality Assurance Risk Management Coordinator.

Key Responsibilities

Plan, organize, and direct Medical Records Department operations, including assigning, reviewing, and evaluating staff work.
Supervise Medical Records Assistants and provide training, counseling, performance feedback, and professional development.
Ensure patient records are complete, properly stored, accessible, and maintained in compliance with HIPAA, DHS, OMHSAS, and accreditation or certification standards.
Serve as the hospital’s HIPAA Privacy Officer and immediately report suspected or potential confidentiality breaches.
Support secure electronic health-information exchange as the hospital’s secondary trusted agent for direct secure messaging.
Lead the development, implementation, and continued improvement of the hospital’s electronic medical records system.
Produce accurate daily census, monthly, quarterly, semiannual, annual, and other requested statistical reports.
Develop, review, and update medical-record policies, procedures, departmental manuals, and forms.
Participate in performance-improvement activities, audits, inspections, root-cause analyses, and failure-mode-effect analyses.
Represent the Medical Records Department at hospital committee meetings and provide relevant in-service education to staff.

Minimum Qualifications

Candidates must meet one of the following qualification pathways:

Hold active Registered Health Information Administrator (RHIA) certification through the American Health Information Management Association (AHIMA); or
Hold active Registered Health Information Technician (RHIT) certification through AHIMA and have at least two years of experience as a Medical Records Technician; or
Hold active RHIT certification through AHIMA and have at least four years of experience preparing, classifying, and abstracting medical reports in a medical-records department.

The required RHIA or RHIT credential must remain active throughout the assignment.

Required Skills and Abilities

Expert knowledge of medical-record operations, confidentiality requirements, HIPAA, and applicable healthcare regulations
Strong leadership, staff-supervision, training, and performance-management skills
Experience with electronic medical records, secure messaging, coding, reporting, record analysis, and information management
Ability to research, interpret, and apply laws, regulations, policies, procedures, standards, and accreditation requirements
Excellent written, verbal, organizational, analytical, and interpersonal skills
Ability to produce highly accurate reports and maintain effective working relationships with hospital staff, patients, and other involved parties
Proficiency with computers, office equipment, transcription systems, copiers, and related technology

Additional Requirements

Candidates must:

Complete all required Commonwealth, DHS, OMHSAS, and Clarks Summit State Hospital training.
Obtain and maintain required crisis-response or intervention certification and CPR certification.
Strictly follow requirements governing access, use, disclosure, and protection of confidential information.
Be able to travel throughout the facility as needed to complete routine assignments.
Be available for occasional schedule changes, additional hours, emergency call-ins, audits, inspections, or recertification surveys based on operational needs.
Be willing to travel occasionally to other work locations, which may require an overnight stay.
Provide reliable contact information for operational or emergency communication.
